is that good for booker? that good for the party. harris will look to repeat her break-out moment when she attacked biden on busing. the question is will she take fire as well. there are seven other candidates. for some of them this is likely the last chance to get the traction they need to stay in the race. so let's begin our coverage. we have political experts standing by tonight. but first let's go to cnn congressional correspondent phil mattingly inside of the debate hall. how do you see it? >> reporter: well, chris, the doors are about to swing open for the audience and the candidates have finished walk-throughs and retiring back for the last-minute session with advisers and everybody is aware of the dynamic. if last night was the progressives versus the moderates, tonight is joe biden versus everyone else and sitting to his right and left will be senators kamala harris and cory booker. two senators who have made clear they have sharp attacks, they're willing to wield those attacks and they will likely be coming fast and furious

paying attention to this matchup, but the one that interests me the most is actually biden versus booker and why is that? we were mentioning criminal justice reform. so this is basically -- that's the wrong slide. well, the point is -- >> our seamless system. >> what i was pointing out is booker has been going after biden so much on criminal justice reform. the 1994 crime bill was an awful bill, why did it take biden so long to say it wasn't exactly a perfect bill? and more than that we've seen booker has really suffered with african-americans while biden is well ahead of the field at around 40%. so basically what i think you're going to want to see is booker is going to try to attack biden in order to try and grab some of that african-american vote. >> did harris have an appreciable gain? >> she jumped from the single digits all the way to 20%. biden still leads the field by about 20 points among african-american voters. >> what's the next slide? >> one of the things i think is important to point out as we switch topics here is basically what was the key story of 2016, and one of the ke

booker's response? quote, joe biden had more than 40 years to get this right. the proud architect of a failed system is not the right person to fix it. >> it was hurtful. >> reporter: harris and booker could take direct aim on the issue when they meet in detroit for the debate. >> i think it is right he talk about everything from his support of the 1994 crime bill which was one of the sort of jet fuel to mass incarceration all the way to his stance on busing. >> that 1994 crime bill, it did contribute to mass incarceration in our country. >> reporter: one of the key components of this bill that the campaign believes stands out is its focus on juvenile justice.

booker is taking a shot because there is a path for booker. he is polling low. opportunity and it doesn't mean that he'll hit it but he could. biden has similar challenges that hillary clinton had with black lives matter protesters in her 2016 race where she found herself on really the wrong side of a generational issue where there had been a civil rights issue that had changed a lot over time. biden is obviously not going to be as complacent as he was last time. i think that's been drilled into him. but that doesn't mean we know what this will look like for him. >> and the question is does it actually happen on the debate stage. what candidates often say when it's just them, they get more aggressive. and it will be biden in the middle, haerris on one side and booker on the other. but the vice president is target one. >> i'm disappointed that it's taken joe biden years and years until he was running for president to actually say he made a mistake. there were things in that bill that were extraordinarily bad. now that he's unveiled his crime bill, for a guy who h

so far as cory booker, it's great for cory booker.be the big name on the marquee, but at least he's getting second billing now, which is a lot better. on the issue of stop and frisk, it will be interesting to see how a wild card like bill de blasio comes in, who ended stop and frisk in his city. >> what's your takeaway? >> i agree with susan, if the kamala harris moment did not occur i think biden would not have to address it the same way, but he does now. i think he's going to be prepared where he was not prepared before. and if you just hear the fact that effect back to cory's record in newark as a signal of the line of attack he's going to come back with, that's important. because i remember the debate between al gore and bill bradley at the apollo theater, fighting for black votes. former senator bill bradley made this comment about gore not being good on issues of criminal justice and gore pushing back and saying, well, carjacking was basically invented in your state, senator. i think it was a pivotal moment for the campaign. so

you've seen it recently with cory booker. i think those two specifically probably plus warren, as well, even though she's not going to be on the same debate stage, that they're going to continue to go after his record. they're going to continue to try to contrast their own accomplishments and what they would do moving forward versus what he has to offer. that's the nature of being the front-runner. you know, a lot of folks say that he did badly in the first debate. he certainly didn't shine, versus his opponents. but he is still the front-runner. you saw a couple of polls come out recently, both nationally as well as in the early states, and they look really good for joe biden. what that means going into the second debate is that there's going to be even a bigger focus on him in terms of trying to knock him down a couple of notches by his rivals. >> uh-huh. i want to get to the polls in a moment. first, kelly, we've also seen cory booker coming after biden, calling him the architect of mass incarceration, and biden questionin

you heard senator booker. i'm sure you watched the debates. where do you see the race at this point? certainly we have seen the polls showing that former vice president biden come down but still in first place. booker not really moving, but kamala harris and elizabeth warren really seem to have a little traction, a lot of traction according to the real clear politics poll which i have on the screen. harris is up to number two at 15.2%. warren, 13.8%. bernie sanders somewhere in the middle. how do you handicap the race right now and what effect will this have on this president? >> i certainly think there's a long way to go, obviously, in the election. going back to what senator booker stated regarding baby bonds, which essentially is government funding savings account for children. he talked about having access to capital. if you don't understand how the utilize capital and is the resources r it doesn't matter. we have to focus on a more comprehensive plan in terms of educating financial literacy. >> are you suggesting that black and brown entr

let's talk about booker.is this moment for him to make inroads because he's been the one attacking biden, particularly on biden's comments about working with segregationists, his criminal justice reform records but what does this mean for booker tuesday? >> i think booker learned an lesson from kamala harris. you'll get a boost of attention from the media and maybe even support. i think a lot of what he was doing over the last four or five days was trying to make sure this question gets asked and is front and center at the debate. he has not gotten traction so far. i think this is just a deliberate attempt, probably a pretty smart attempt, to make sure he plays a prominent role in this debate and people get to see more of him as opposed to, in the last debate where he kind of got lost. >> kirsten, for booker, what is his biggest obstacle for building that support? is it the sheer numbers of the candidates or is something missing? >> i think one of the most important things for the candidates is to be authenti

has cory booker's strategy shifted? >> you know, it is a shift for cory booker, but his campaign makes the case and as i wrote in this piece, they're making the case that this is a natural evolution that happened throughout the course of the campaign that you begin to draw these contrasts with the other candidates and that they're not going to get in the gutter. they're not going to be insulting joe biden personally and that they're going to keep this about policy. however, there's no question that this is a new phase of the campaign for booker and it's also unfamiliar territory for him. he personally, likes to keep it positive. it doesn't come match rlly for him to draw these contrasts, to go negative on other democrats and so it is not clear whether this will be a successful strategy for him. it's not clear how aggressively he's ultimately going go after joe biden in the debate, but there's no question he's been lagging in the low single digits nationally and in these key early states and so he does need a little boos

so that's really coming right back at booker after booker's attack on the 1994 crime bill. >> he's doing what he didn't do in the debate, which is launching counterattacks. he's not initiating attacks but he's counterattacking. a bit more effectively than he did in the debate stage. i think what's actually really happened here with the vice president is he has one essential argument, which is i am the strongest candidate to go up against trump. over the last few weeks, you've seen even after that debate performance, he was still the top candidate against trump. still had the widest margin against trump. and i think that helps make the argument, as you heard, african-american voters, voters of color, see trump as president and are highly practical. they want a candidate that can beat him. and so i think that's the reinforcing issue for the vice president. as long as he is still the top candidate against trump, he has a lot more leeway. if that falters, if he has one or two, three poor debate performances, then i think he has greater challenges. he has a lot of support in the party. >> the

let us start with cory booker here, the senator from new jersey.what he said when i asked him about where those unaccompanied children will go if we close detention facilities. >> a lot of folks seem to think that we have to have these somehow to protect ourselves. and instead what we often see is nursing mothers, pregnant women, elderly, children being held in conditions that does, according to the government's own reports, permanent harm to these children. and so by having a system that's not of detention facilities, but finding placements for them, working on the kind of things that everybody from the american pediatric academy to the american bar association have spelled out, again, evidence-base prod grams th evidence-based programs that give them safe and secure housing resources and for parents a system so that they can come back through the civil process and be evaluated for their asylum claims and if they have legitimate pathways to become citizens in this country. >> so there would be still be facilities of some sort, they just wouldn't b

and this is the challenge for cory booker. he doesn't want to come off as someone who is throwing punches. he is not an attack politician. that is not a natural position for him. but they want to make this contrast. they feel they want to have this conversation about health care and ground their differences in that policy. so, too, does cory booker's campaign want to ground their differences with the vice president on the question of criminal justice reform. and i think just having them side by side here will be the challenge. booker has been someone who has been critical from a distance of joe biden. when i asked people close to him can he be as critical when the two men are standing side by side they say, yes, in fact, he can. but that's where the stakes are at this moment. you cannot telegraph for a month this is the argument you want to have and not deliver when you are standing side by side on stage. >> here we are a matter of hours from seeing it all go down. thank you for joining us here. we'll see you in a bit. let me
