we have worked with booker t. to purchase a certain number of hours per year so that we can get our gymnasium time as much as they can flex their scheduled to meet our needs. it has been a win-win situation for both. my students have had the opportunity to be mentors in tutoring and home work situations as well as helping -- they've been able to help the teachers and faculty mentor and summer programs. we have provided some athletic and fun trips for them as well. it is beyond the classroom. >> it was not that long ago that drew asked for permission to demolish a residential unit building so that there would be an extension of the facilities. what came before us was under the planning code under demolition of a tenant unit building. is that correct? >> yes. >> i am curious. >> it is in the vicinity of this area. >> it is about a five-block walk. >> what kind of support did you get from the community for the demolition of the building for the expansion of the school facility? >> the extended community was overwhelm

we all support booker t. washington. we support affordable housing and transitional housing as well. those nine units might be a transitional or low-income units. those could be made up in another project. the conformity of the neighborhood is key. another side note i wanted to make is that the gymnasium in its current location is -- [tone!] 1 basketball net will be flipped. it will be infringing on several backyard neighborhoods -- neighborhood backyards. it will affect the sunlight reaching some solar panels as well. we urge you to support supervisor farrell's compromise. bring the neighbors and community center to make it together to make a wonderful organization we know it can be. booker t. in an array of service and educational projects and i'm very proud of the sustained relationship that we've had. i'm also very proud of the public. very open relationship that we've had regarding the gymnasium that we share. in my mind it's a wonderful example of collaboration between two very caring institutions. today i'm here to urge you to deny the appeal before you and to support the project as it exists. i would suggest that there are two main areas for us to consider. one is the reality, the very real need for this project. booker t. has faith li served our unit -- faithly served our community for well over 50 years, addressing the needs of all ages. people right out of high school. it's given an array of services, including vocational training. in computers there's an exciting new opportunity in youth radio as well. the housing that's before us is about transitional age youth, foster care. the needs there are very real and have been arctic lated to you. the sbeg active -- inte

booker t. washington. ly keep my notes short. i would also like to point out that i have submitted into the record extensive letters on both the e.i.r. as well as the c.u. let me just say to begin with very briefly on the preapproval process, this project went before the planning commission and the e.i.r., the environmental review applications was submitted first in 2006. the department published a notice of determination that an e.i.r. would be required in 2008. then they began the draft e.i.r. process and that was accomplished on june 23 -- published on june 23, 2010. so the appellant can hardly say that somehow this project was preapproved because the mayor's office of housing decided to make some grand money to do predevelopment activity. up cannot do an environmental impact report without any money. you cannot do an environmental impact report without an architectural plan or elevation for the department to analyze and that is the money that was loaned to booker t. by the mayors over housi

booker t. washington center offers the support of a community with education and recreation programs. use radio, the winner of the peabody award broadcasting this year will have the bureau in the studio. some of our neighbors have suggested a reduction of the arts element. i can tell you that that is not financially feasible. not without being able to access those nine units. making up that deficit would be at the expense of other programs. that is why the planning commission is recommending this. we urge you to support the development of the increased density. thank you. supervisor mirkarimi: [reads names] if the people want to line up so that there is less transition time? >> thank you, supervisors. and it was this morning -- we are supportive of this housing. and it would be something with a 55 foot height limit, this is it. you would have more projects with more people and the money involved. the young folks that will live there will -- he will continue to live in those units over the years

a first set foot in booker t. washington in 1962 with my father who was doing volunteer basketball coaching. this is a very important project not just to the african-american community but the community of san francisco as a whole. the idea of transitional housing for youth, if you go down to mcalester and market or any parts of the tenderloin, you will see where a lot of foster youth and a graduate in two. they really do not have places to go to. it is really important. there's a lack of affordable housing in the city. this is a good project. it is a win-win for everybody. i understand the concerns of neighbors. i would be more concerned about a muni bar in my neighborhood than booker t. washington center. i hope you vote to approve this. thank you for your time. supervisor mirkarimi: come on up if i have called you. >> my name is donald clark. i was in foster care from 11 to 19. my transition from foster care was not good. i always favored being independent. now i am in the process of graduating to my own place.

booker t. washington community center. as a local finance agency, we typically provide feasibility work and make-up financing requests, the bulk of the local contribution. already providing the initial predestined element loan the estimate is that it will be approximately $7 million for housing. is believed that echolocation with it the community center will be a huge asset. our office was in discussions for a 49 union. looking at the feasibility, primarily because of the operations and the cash flow would go back to your one. however, with capitalized operating reserve, that project could be feasible. making that proposal, we realize we could potentially provide an additional financing. however, more units of affordable housing and i am happy to answer any questions. an analysis of smaller projects would require the city do put in what? another $1 million? >> these numbers are preliminary. but we estimate, based on current budget, $500,000 and more. supervisor mirkarimi: if additional funds ar

directly to the east behind booker t.. this was a little house one story tall that was intentionally omitted from the draft. it was included in the eir, but it said that this building was going to be a similar high and would have no impact. i challenge that. the agree that this project has a definite impact. putting 65 ft tall walls, how can it not have serious impact? these were also sold call that they blocked the property. of the building is built, who only see the sky if we look straight up. this is less than significant. the land use committee indicated that concessions need to be made by the project's sponsors. he did not address these. the effects are less than significant. one of the few community meetings, they raised the issue that the side of the building would have an impact along our house and around the neighborhood. the support the committee center and responded by telling her that sometimes sacrifices must be made for the greater good. did anyone ask us if we want to make this sacrifice? how much are we exp

booker t. has been operating since 195 2. here the continuing use to have community snort will not disrupt nor distract in the neighborhood. here are some additional penguinses -- policies that are also from the urban design element and are relevant but not discussed by the am lanlt. policy one. emphasize the characteristic pattern of the city and reinforce that pattern, especially as it relates to topography. building slightly higher on the hills helps emphasize the city's dramatic form. promote harmony and relationships with and shall -- and transition between older and newer buildings. this is key. on the overhead we're going to show an illustration. this building is new and modern but shares architectural elements with neighboring buildings. the massing is broken into several units. glenn, if you could just point to those. let's turn our attention to the urban design policies raised by the appellant. on this other drawing, continuity and representing the character of olding development. some have suggested for a new build

everyone out here supports booker t. in one form or another. something this massive next to a building that is barely 18 feet tall and this so monumentally out of place which is hard to fathom that action was approved. the building is a stark modern design located in a neighborhood that dates mostly from the 1800's. it is steel and glass. they have reduced the size of the windows a little bit. this will literally stand out as some monolithic edifice at the top of this hill given its size and the fact that it as at the top of the hill. the fact that there was this huge push in cheerleading and city agencies long before it was certified and it led to a changing of the information about the neighborhood. the neighborhood has been terribly amiss characterize as a three and four story which is not. this is the corrected illustration of building heights to show that 25 buildings on the block were incorrectly identified. this block has been identified as some sort of transitional area, some sort of area in flocks which is completely untrue. one of the
