gloria borger is here with me in our studio. gloria, i can't believe that if the majority leader and the minority leader in the senate and the president of the united states are all on board on the same page, if they reached the final agreement, they won't get 60 votes in the united states senate. i assume they'll get a lot more than that. >> i think what you're hearing is grumbling from conservatives about this so-called super committee joe was just talking act because they believe it puts the defense budge net great jeopardy. so they're worried that if you end up with some kind of across-the-board cut, that what's going to get hurt is defense and it's going to jeopardize national security. so i think that mcconnell is going to get some pushback from a lot of his sort of defense hawks. now, we clearly didn't hear that from john mccain on the floor earlier, although we didn't speak specifically to this deal. but i do believe that's going to be a huge concern of theirs. and on the house side, conservative house republicans who wa

jessica yellin, kate bolduan, gloria borger and ali velshi.meeting going on? >> reporter: it seems they have call it a night at least for this evening. the house is back in at noon tomorrow and the senate's back in around the same time. but other than the very symbolic vote that you've been talking about, anderson, where the house is going to take up harry reid's bill and block it to prove it can't pass in the house, other than that action on the floor, the action's not going to be on the house or the senate floor. it's going to be in these back room behind the scenes conversations between leaders if there is going to be a compromise reached it's going to be between them. but as we've been talking about, that hasn't started yet. >> and jessica, at the white house any word tonight on what happens next from their perspective? i mean, how involved are they going to be over this weekend? >> reporter: there are no plans, anderson, yet for any kind of a meeting. but i believe that if they decide it's necessary the president will sit down with these

with us today, "new york" magazine john heilemann, cnn's gloria borger, nbc's kelly o'donnell and "time" magazine's joe klein. first up, narrative has been about trying for a big debt reduction deal this year but the political consequences for barack obama and g.o.p. nominee next year are the real story here. if there's no grand deal what are the 2012 consequences? for the president, there are some 2012 upsides perhaps even without a big deal. for one, he claimed the higher ground through all of these debates. for looking more reasonable and he also championed the middle class because he proposed more taxes on the rich. the downsides for the president would include looking weak for failing to get a big compromise. also keeping the big spender tag. for the republican running for president next year, the up-sides of not getting a big deal are, keeping big spending charge against the president, good for them, and denying him a big victory. but there's the downsides for them, republican presidential candidate, by virtue of kicking the can down the road again. the tea party that looks like i

earlier gloria borger talked with a top economist about that. >> do you think this is also enough to downgrade from our aaa status right now? >> well, yes, of course i'm -- i'm not in the rating agency, i can't speak for them. but listening to what they have to say, i think this would be sufficient, yes. now, all of the rating agencies have different opinions. some may go down a different path but i think broadly speaking, if it comes close to what they are talking about now, this is substantive and i think it should avoid a downgrade. >> we're digging a little deeper on the credit rating issue. let's bring in ali velshi. the u.s. has a top of the line credit rating. what's your take? can the u.s. come out of this with its credit rating untarnish untarnished? >> probably not, fred. for a lot of reasons, first of all we're talking about a $3 trillion cut over ten years in the budget. most of the credit ratings have said $4 trillion over ten years is what they need. that said, part of the reason why they've been threatening a downgrade is partially because of the u.s. debt situation an

also obama '08 gloria borger and my guests tonight. >> gloria borger, one reason we know there mightess, everybody is nervous. the democrats are nervous the president might be selling them out on social security and medicare. republicans are nervous, speaker talking about tax increases with the president of the united states. what are your sources telling you specifically about where they are? >> they're telling me the same thing. everybody is nervous and there is no deal until there's a deal. and a good sign, john, is that the president is now meeting with democrats separately. because it's very clear that he has to kind of tell them, this is what's really on the table. and he has to get their input. and then the republicans are meeting with members of their own caucuses. and that's also a good sign. so it's very clear they're running things by their own constituents in congress. but having said that, i think the big obstacles are still the big obstacles. the question is, will you raise taxes, right? >> will you raise taxes. let's go to the republican on that one. ari fleischer, you

gloria borger, i'll play contrarian here.i'll say that both the president and the speaker needed this moment, the speaker had suspicions of the tea party members that he was cutting the deal with taxes, he needed to prove he'd push the president away. he woke up this morning, and the loudest cries were from the liberals, how dare are you, we won't work for you, we might not even vote for you, mr. president, this day ends differently than it began. and i think in the end it might serve both the speaker and the president's purposes just fine. >> well, it may provide each of them with a little bit of political cover, if that's what you're saying, because the president can say, okay, i was willing to take the heat. the speaker says, look, i represent you, my house republicans. i represented your caucus. and now in the end, maybe they're going to have to take the backup plan, which house republicans did not like because it did not contain enough deficit reduction. so, i think you're probably right. but i think we're probably not g

gloria borger. because of that experience, david, i want to go to you first.ching something that is messy. if you are a conservative republican, you probably like much of what happened. if you are a democratic, you are waiting. and if you are in the middle, you are saying, why all the posturing first? >> well, i think the house beginning to unlock the stalemate that was there and allows the senate to act and the boehner bill will go down and the reid bill will fail. i think the making of a compromise are clearly there. can they find a compromise that will actually pass the house? they have one that the democrats like in the senate, pelosi can wound up a lot of democrats. and speaker boehner, will the compromise satisfy the republicans? it's not clear, given how far they push it to the right. it's not clear if they can do it. >> and gloria borger, any vote you come to the floor, twuyou w to keep a majority of your guys. and it does not guarantee passage of the balanced budget amendment before you increase the debt limit. and that is what the democrats don't lik

joining us is political analyst gloria borger and david gergen. say it passes in the house and it goes to the senate. what are harry reid's options there? >> they're trying to figure that out right now. look, it's not going to pass the senate. but john boehner then has another decision to make quashed this revolt on the right. but if this measure goes to the senate and it doesn't pass, then there's another question if they go the legislative route this way. there's another question which is, can he possibly compromise and bring his troops along with him, or is he going to have to compromise and understand that in order to get something through the house he's now going to have to start looking for democratic votes? because once you start compromising with harry reid, you may just lose a lot of those tea party republicans and you're going to have to get some democrats in line to vote for this. so the whole dynamic really changes, anderson, once this passes the house tomorrow if it does as expected. >> and you're getting late details from your source

jessica yellin and cory borger and kate bolduan join us. about to have this vote, i assume the majority knows it has the votes to pass this plan. if the senate passes it, the president said he would veto it. is this is a stepping stone or an act of defiance for the house republicans say, no, president pl president, this is the best we'll give you? >> you can look at it from both perspectives to be honest. part of the discussion as we're leading into the vote, where people -- everyone knew it wasn't going to go anywhere in the senate, many have made the point that maybe allowing this vote and allowing house republicans to have their say and make their stand for deeper cuts and stricter controls, maybe it will clear the air. create some room if you will for maybe compromise as the clock ticks down and asks for this vote. at the same time, we are hearing from house conservatives continuously, they don't want to compromise, even after this point, so it's -- it's unclear exactly where we'll go from here. >> and it's an important point kate makes

borger, a balanced budget amendment? how about balanced over the cycle. periods in high unemployment, we're running a surplus and periods of low prosperity, we're running a deficit. how about balancing it over the cycle? that's an idea my sainted father proposed 50 years ago and i think it's still a pretty good idea. >> explain a little more how that works. i have heard that term before, balanced over the cycle, versus balanced budget? it would be balanced exactly at 5% unemployment, and at 9% unemployment, would you allow it to run a deficit 10% above of the total budget, and running a surplus of say 4% unemployment, very high degree of prosperity, would you run it to run a surplus, used to pay off the money from the previous borrowing so balancing it over the cycle is an idea which, if i may say this, i don't get any residuals for it, my father brought it up close to the end of world war ii, about 70 years ago now, and it seems to me a good idea for our times. we have got to get the people in the tea party to come on board and come back to planet earth.

david gergen and gloria borger with us tonight. david, i want to go to you first.ecause there's a leadership question here a several fronts. speaker boehner, leader reid, the president of the united states. i want to start with the speaker, who went before his caucus this morning. forgive me at home for using this language, he essentially said i know my plan fell a little short, i'm going to make it better, but when i do, you have to support me, his language, again, excuse me at home, you have to get your asses in line, and if they don't, it will undermine his stature as a leader. are we seeing an impatient speaker or is that an old football coach using tough language to rally the troops? >> i think it's a leader who knows his job is on the line and that if he doesn't get this, he's got a runaway caucus and the republicans lose stature. if they were -- if the boehner plan were to fail in the house, the advantage moves to senator reid and to the president. if boehner wants to have strength in the final negotiation, he needs to get this through the house. so, i think

joining us gloria borger and david gergen both weighing in on cnn cnn.com.what do you make of the president's statements today? was that scare mongering or does he have a valid snoint. >> it's both. of course he's trying to scare people. but it's also true that you could put social security first and pay it. but clearly, anderson, when a government as we are is borrowing 40 cents on the dollar, you're only got 60 cents left out of each dollar to figure out what you're going to pay for. that other 40 cents is not going to get paid. so theoretically, yes, social security may not -- checks may not go out. would the government actually do that? i think the social security would go out first then along with veterans checks. >> gloria, you're referring to this as a defining moment or definitional moment for the republican party. how so? >> well, i think at a certain point the parties have to decide how they're going to govern and what they're about. and i think it's always in my memory been that republican party is the party of smaller government and fiscal respon

john king and gloria borger, what do you make of it? >> i make the fact the speaker can't get stubborn member toss come along. i was e-mailing with the top leadership who said it's more than one. i don't know how many votes shy but he said it's more than one. obviously they've been having the meetings throughout the night. you reach a point where you realize it's not there. we talked about this, the speaker his credibility is on the line here. what this suggests to me is that he still needs two or three votes. and because of that he realizes tonight he's not just going to be able to twist an arm. he's going to have to most likely make changes to the plan. that will take time. they'll have to make legislative changes if that's the case. if that's the case might have to make changes, go to the congressional budget office and say we're changing this plan. how much do we save. there's some horse trading going on. and the speaker realized he wasn't going to finish it tonight. >> in the old days it used to be when you were doing this kind of

let's bring back gloria borger watching this part of the story. of ohio, suggest that he's relatively optimistic that this deal can now be worked out not that house has done its job, he thinks cooler heads will prevail in the senate and there can be bipartisan support in the house. >> i think at least now people can start talking to each other about what can be achieved. it's very clear as you know when this goes back to the house, the speaker is probably going to lose half of his caucus any way. he probably only needs a third of it democrats will supply most of the votes to raise the debt ceiling. it gives the speaker a little bit of negotiating room. what the speaker has done with this vote is he sat down a marker and he said this is what my republicans wanted and if you even want a third of my republicans or a half of my republicans, you're going to have to give me a chunk of what we voted for in the house. they believe it gives them a better negotiating position and they are right with the senate. the house has voted. >> stand by, gloria. we'l

we've got gloria borger and david walker, currently president and ceo of the come back america initiative is there any case to be raised for not raising the debt ceiling? >> no, there isn't. we don't know what the markets will do and what will to happen to the stock markets and interest rates. for every 1% or every 100 basis points increase, that's $150 billion a year in our total debt. >> so how do you see the debate? what's your take? >> both sides agree their raising the debt ceiling limit but it looks like it's going to be a smaller deal rather than a bigger deal because the republicans don't want to do anything that could be remotely called a tax increase. after the 2012 legsst we'll get comprehensive tax reform broadening the base, lower rates and generate more revenues, along with starting to deal with entitlement reforms. but i think right now, we're going to get a smaller deal and kick the can down the road with regard to the tough stuff. >> gloria, is that what it seems like politically? >> it does, anderson. if you step back for a moment and look at this it seems to me really t

>> reporter: they could come up -- you want the gloria borger solution? they could come up with a couple trillion in cuts which has no tax increases. they get a vote on the balanced budget amendment but it doesn't have to be guaranteed to pass. you get a debt ceiling that is sort of automatically approved in six months. and you get a trigger for cuts if congress can't do its work. how's that? >> all right. ali, is there any way to know how much this has already cost the united states? >> reporter: well, we haven't seen many interest rate increases. i was watching the mortgage rate this week. it went up by .001%. everybody it betting this is going to work. but the dow was down 4.2% this week. the s & p 500 which reflects your 401 k down 3.9%. $700 billion in the market capitalization of u.s. companies has been lost this week. a lot of that is these new and end on a happy note here. because last night working into the wee small hours the pizza deliveries were coming fast and furious. we finally found a man who's actually doing well out of this farce in wash

senior political analyst david gergen and chief political analyst gloria borger. republicans' proposal for ending this debate, up for a vote in the house and no way that it will pass the senate, and the president said it will veto it. what's the point of doing it. is it political grandstanding? ceremonial? why do it? >> both sides have been using these debates as ways to send messages to their base to try and generate votes for the 2012 election. there was a reason that president obama wanted a $4 trillion deal. he thought it was the right thing to do, but also important to send a message independents. now republicans want to send a message to conservatives. this proposal is far more radical than anything we've seen so far. they need to send a message to the tea party and in particular, we understand this is basically what we're for. we may ultimately have to compromise. >> don, a lot of house republicans who don't want to go along with any kind of deal to raise the debt ceiling and a vote on this is what they say is a prerequisite to go forward with any plan by s

joining me now is chief political analyst, gloria borger and jessica yellen.s has been called posturing, kabuki theater. is this all it is? >> it is a lot of theater. house republicans want to go on the record saying they are voting for a balanced budget amendment, if in the end the debt ceiling gets raised without the amount of spending cuts they might have liked. so this is something i think that the leadership believed it had to do, as sort of step one to get to the final step of getting the debt ceiling through in one way or another. and i think we kind of heard the president say that today a little bit when he came out and said, okay, do what you have to do, but do it quickly so we can get on to the important stuff. make your political points, but we've got to get this debt ceiling done. >> let's move on. jessica, where do we go from here? >> well, the white house is expecting that after this, they can start negotiating or hoping with the house republic an leadership, whether it's to move on to one of the other deals they have been talking about, or more

our chief political analyst gloria borger is here. she's doing well in almost all of these polls. in iowa -- even in new hampshire she's doing remarkably well. michele bachmann is getting some life of her own on the campaign trail. >> she. she's getting some traxz. obviously, she's a cultural conservative, fiscal conservative, wouldn't vote to raise the debt ceiling undery circumstance. she's good on the stump. people like her. i think her big problem, the big question is, whether rick appearry geappear appear -- rick perry gets in, the governor from texas, because he would take some oxygen away from her. what's interesting, when michele bachmann came on the national scene a lot of people -- one republican described her to me as a sarah palin mini me. okay? and now there's not that sense anymore. in fact, lots of people are looking at michele bachmann and saying, actually, she's a very credible candidate, even when compared with sarah palin. and at a certain point, sarah palin has to decide whether she wants to run for the presidency or not, and republicans are getting very, very
