i'm boris sanchez in for dave briggs.e welcome our viewers in the united states and around the world. it's finally here, after nearly two years the wait for robert mueller's report, the redacted version, at least, is over and now the fight over consequences and the implications begins, and more than 400 pages, the special counsel lays out extensive contacts between russia and the trump campaign, and of course the president's efforts to obstruct the investigation. the report sets out the obstruction case in minute detail. when president trump asked former fbi director james comey to let then national security adviser michael flynn off the hook when he fired comey later, when he tried to persuade former attorney general jeff sessions to not recuse himself and unrecuse himself. mueller describes episodes where the president tried to harm and hinder this investigation. >> in the end, the special counsel does not charge the president with obstruction, acknowledging that a sitting president cannot be indicted. mueller does not

. >> reporter: good morning, christine and boris. we have learned that the highly anticipated mueller report will be released thursday morning to the public and to congress. this is according to the justice department spokeswoman and the white house is bracing for this. white house officials have been speaking with, do not believe the that coming mueller report will actually change public opinion much, much because the top line conclusions of barr and mueller are already known. officials do admit they are curious as the public is as to why mueller did not make a decision on obstruction. one concern in the white house is that any damming information in the report could give ammunition to democrats. now, the white house is letting the attorney general take the lead in the process. one official i spoke with said barr is driving this train. and at this point, the white house does not feel the same necessity to assert executive privilege as it did before barr's four-page letter to congress because officials viewed the bottom line conclusi

boris sanchez is at the white house right now.stion this morning, was the president revealing new white house policy or was he just playing with the crowd there, boris? is there some consensus on that this morning? >> reporter: no. good morning. it appears the president was playing to the crowd. according to what we have heard about the story, remember that when this idea, reports about this idea first emerged, the white house dismissed it as something that had been previously discussed and then abandoned. abandoned, in part, because of what cnn heard from dhs officials who said the idea was likely illegal and came up twice before andan abandoned and white house it was what they dismissed and president trump went back on all of that and said he was considering it. it does not appear at this point that the white house is carrying out this policy. we have yet to get official confirmation on that. the president was in front of a supportive crowd and felt the urge to tout one of his big issues which is immigration. in another confound

boris sanchez, thank you for that. >>> one of the most damning take-aways from the mueller report what ultimately saved the president from obstructing justice is a staff that basically ignored what he told them to do. take the case of then white house counsel don mcgahn. in january of 2018, "the new york times" reported that the president had ordered mcgahn to remove robert mueller. hear what the president's reaction to the story was at that time. >> do you want to fire robert mueller? >> fake news, folks. fake news. >> what's your message? >> typical "new york times" fake stories. >> turns out the story was true. and the mueller report works through the entire episode step by step, as the president stews over the report, tries to get mcgahn to lie about it, too, and demanding he write a letter calling the story inaccurate. which it wasn't. according to the report, which says the president asked mcgahn, did i say the word fire? mcgahn responds, what you said call rod rosenstein, tell mueller has conflicts and can't be the special counsel. the president responded, i never said that. the

boris sanchez, thanks so much. good to see you. >>> with me now is a congressional reporter for "the washington post" and a cnn political analyst. also, a historian. julian, let me start with you and the poll numbers. most americans don't believe the president should be impeached. the president hasn't seen a jump in approval ratings since the mueller report. why haven't they given the president's approval ratings a boost as many expected? >> there's two things to remember. first, overall, the consequences of the report are negative. i think the fallout is not that the president was exonerated, but just the opposite. there isn't political support for impeachment. that said, in march of 1974, a few months before nixon resigned, support for impeachment was 37% or 38%. these numbers are, in some ways, exactly what you might expect. >> all right. the president, as you know, is going to hold a rally in green bay tonight. he's got good economic news and can tout how the gdp exceeded expectations. is it his opportunity to
