cnn's boris sanchez is in san juan now. i want to know the reaction to the president's words but where is the most desperate mead for help right now and are people getting it? >>reporter: the recovery is certainly been slow. we're ten days now after hurricane maria, and the response is certainly been unequal in some parts of the island, further south from where we are now in san juan, i know there was a mayor in a city passing around aid. though he did tell the people there that he knew they would eventually need more, it was the first time those folks had access to potable water and food in quite some time. here in san juan i've spoken to people that spent hours in line whether at gas stations, ice plants, grocery stores, only to get to the end of the line and find out that the products that they're looking for, whether gas, potable water or food simply isn't available. throu throw all of that on top of the president's tweets saying that they want everything done for them. it is not being received well among people i've sp

i want to quickly go to cnn's boris sanchez who is also in puerto rico for us tonight. boris, as we know, the water, the food, the fuel all remain in very short supply right now. the white house says the government is stepping up the relief efforts. you're there at the port. what are you seeing? >> reporter: hey there, wolf. yeah, we're hearing today that announcement that a three-star general, lieutenant general jeffrey buchanan would be taking over the military response to the recovery effort here in puerto rico. we're also hearing from fema officials saying that they've provided more than a million meals to families here in puerto rico. the director of fema telling cnn that they've been embedded with the department of defense to coordinate the relief effort despite that. in a community i was in in the outskirts of san juan, people were asking us, where is fema, where is the relief aid? i spoke to several parents who spent hours in line, some of them since midnight, hoping to get some ice and they had to wait until 9:00 a.m. this morning to find out that there wasn't e

i want to bring in boris sanchez standing by in washington for us.nd the national anthem protests, he is not backing down. instead he is digging in. i should tell you the president has just returned to the white house after several days he has a busy week ahead but also this tax reform roll out that you heard him discuss there. it really draws into question why the president is choosing to focus on this issue of nfl players taking a knee during the national anthem. it's something that he first brought up during the rally in alabama on friday. he reiterated it this morning on twitter telling nfl fans that they should boycott the league in order to force owners to do something to make the players stand during the national anthem. you heard during that gavel with reporters before leaving saying he thinks that the owners should do something about this. one of the curious things about that session with reporters is when he was asked about whether or not his comments inflamed race relations and he said this has nothing to do with race. if you go back over

let's begin with boris sanchez who is joining us on the phone at the port. give us an update on the situation there. >> hey there, wolf. it is staggering to see the amount of containers her at the port. thousands and thoandss you said. food, water, clothing, construction equipment and things that people in communities that have been decimated by hurricane maria need desperately and they are sitting here baking in the sun. i spoke to the vice president in puerto rico. he was very emotional talking to me about the people that need these goods. there are tremendous logistical issues and gridlock in trying to get the goods to where they need to go. part of the problem is communication. they are unable to contact truck drivers that need to come here to pick up the goods and unload them elsewhere. the truck drivers may well be at home that are uninhabitable. they may not have gasoline to get to the trucks or the businesses may be in a bad state. they may not have fuel to drive their trucks over to pick these goods up. there is a series of problems that stand in th

>> boris sanchez, thank you. >> let's go to mike chinoy. the issue of where they say they'll work with them on the dprk. we're weeks out from what ambassador haley described as a gut punch to north korea with those sanctions. they didn't work. there was a missile launch over japan and now this hydrogen bomb test. does this make talks more likely and what's the optimism that those talks would even be fruitful? >> there are a couple of questions there. in terms of china, the chinese are in a very uncomfortable situation. they don't approve of the nuclear program. they're very unis. but up till now their calculation has been it's more dangerous to so squeeze north korea that it might collapse or back kim jong-un into a corner where he might lash out. therefore, while china supports the sanctions and has implemented some sanctions, beijing has held off from doing the really, really tough things it might otherwise do. in particular, it has not cut shipments of oil and particularly aviation fuel to north korea. but the chinese are uncomfortable w

boris sanchez outside san juan. >> reporter: john and poppy, the logistical issues on puerto rico are widespread. getting resources to where they are badly needed has been a problem. case in point, we're here outside an ice plant just outside san juan, where dozens and dozens of people have been lining up since midnight trying to get ice, just a short while ago the owner of the ice plant told them there would be no ice today. now the fifth consecutive day people have been lining up here for hours only to be told they would not be getting ice for their food and medical products. they were extremely frustrated and asking us where they could find the relief goods that officials, local officials, have been promising them. you've heard these shipping containers that are tied up some 3,000 shipping containers tied up in the main port in puerto rico. we recently heard from the mayor of san juan saying that she wishes she could essentially open the gates and get those shipping containers to where they need to go but she doesn't have jurisdiction over the ports. another problem is actually get

cnn's boris sanchez is at the airport right now. he joins us by phone. boris, what are you seeing?> reporter: hey, there, john. yeah, we are watching as several thousand people are waiting to find out if they're going to be the lucky ones to be able to fly out of puerto rico today. one passenger described it as airport lottery. the airlines have rosters of names of people that they've confirmed for flights, but unfortunately, there are many, many people here who are not confirmed and they have purchased tickets, but they're not able to get on planes and they have nowhere else to go. so we've seen entire families camped out here, sleeping on the floor at the airport, many of them with very young children. even those who have tried to go to shelters have had harrowing experiences. i spoke with one young man who was vacationing here from great britain and he told me that he had gone to a shelter where people were forced to sleep outside because it's so hot. obviously, there's no ac, there's very little electricity available in much of puerto rico. and at one point, he said that he fea

boris sanchez is in san juan. boris, you've been on the streets of san juan all this morning watching the lines grow. what are people telling you? >> they are desperate, kate. a lot of people have come up to us asking where they can find fema, where they can find people that can offer them aid. some of the folks that are getting to the front of the gas line right now were actually here when our crew arrived at 5:00 a.m. the line is enormous. let's give you a glimpse. there are more than 100 cars here. it stretches furtherer than a quarter mile. we stopped counting after we got to 100. it turns into a corner and then it continues for blocks and blocks, kate. here on our left you can see people in line with gas canisters. they're bringing all kinds of receptacles. i've seen gas canister, i've seen old laundry detergent bottles, paint canisters. look, there is old cement canisters being used to get filled with gas, old water jug. the other thing we should note, you can't use a credit card at this gas station. it's cas

we did learn half the island has water now, and we also know the number of gas stations open -- boris sanchez at a gas station where cars have been lined up all night. boris, what are you seeing? >> reporter: hey, there, john. it's an impressive sight. this gas station has been open for about two hours now but folks here have been lined up since very late last night. i talked to the first guy in line early this morning. he told me he got here at about 9:00 p.m. last night, and they ran out of gas so he just parked his car, turned it off and went to sleep to wake up early this morning in hopes they would open up again. you are seeing this line of cars. it looks like street parking, but it's not, it's 100 or so cars stretching as far as the eye can see waiting in lines to get a basic necessity. people here continuously asked us, where is fema and the aid, and where can they contact to reach out to somebody to get them the things they need. it's not just lines at gas stations. i spoke to a woman that said she waited hours outside of a grocery store yesterday to get inside and discover they had n

let's start with boris sanchez live in san juan with what the latest is there. what's happening with all the aid that people need, boris? >> reporter: many people we have spoken to on the ground are saying they are simply not feeling it. case in point, i want to step outside of the way so you can see this massive line behind me. it looks like street parking. it's not. there are at least 100 cars going as far as the eye can see. people have been here for hours waiting for gasoline. the guy at the front of the line got here at 9:00 p.m. last night. when they ran out of gas, he parked his car and went to sleep. he's been here since hop to go get his happens on some gasoline. you see people bringing as many containers as possible as well. it is not just lines for gas. one woman told me she waited for several hours outside a grocery store yesterday trying to get water and canned food. when she finally got in, she was disappointed because the store shelves were totally empty. there is a major logistical bottle neck. yesterday we were standing at a main port in san juan

boris sanchez is live in san juan. tell us what you have learned about how supplies can get out to people. >> reporter: good morning, alyson. it certainly has been a challenge. people are asking us where is fema, where they can find fema, where they can find the supplies they desperately need. this gas station opened a few moments ago. people are lining up. there are massive, massive lines. if you look down the street, this isn't street parking. these are about 100 vehicles as far as the eye can see parked here. they have been waiting in line for hours. i spoke to the gentleman they are front of the line. he told me he got here at 9:00 p.m. last night. they ran out of gas. so he parked his car and decided to go to sleep, to wait until this morning when the police finally showed up to direct people into this gas station to get what they need. i spoke to one woman who said the lines aren't just at gas stations. she was at a supermarket yesterday and she was waiting several hours to get inside. she became extremely disapp

laura sanchez is following this for us from the white house and he's joining us live now. boris, is the white house confident that congress will approve this aid package as the president and first lady have already embarked on their trip to visit with people in texas? >>> there certainly is momentum for it, fred. the president and key members of congress pledging to provide aid for people in texas and louisiana very quickly. as you said, this aid package, nearly $8 billion, $7.85 billion to be exact. the bulk of that money is going to fema's disaster relief fund. $7.4 billion. another $400 million is going to the small business administration to help small businesses and homeowners. the house is expected to hold a vote on this aid package before the end of next week. and one other note, congress is expected to debate a budget before the end of september. it's expected that they're going to pass a stop-gap bill. a cr, to keep the government funded through the end of the year. the white house has asked that if that is the case and a cr is passed, that congress provide an additiona

let's go now to cnn sanchez, live in san juan, puerto rico. boris, is the situation improving at all? >> reporter: i would say incrementally, jake. we have been standing at this gas station since about 5:00 a.m. i want to show you the line here because it not let up. first person in line told me he was here 9:00 p.m. last night when gas station ran out of gas. he decided to park his car and sleep in the line. when it finally opened this morning he was able to get gas. and a few moment it is ago a large tanker came and gave more fuel. but people in line said they are hungry and flustered. the desperation, anger here, jake, is palpable. . getting key resources has proved daunting for puerto ricans. many camping in cars outside a gas station forming a line quarter mile long waiting hours to fill tanks. >> it's hard when you have to check on your family and wait in lines to get gas. it's hard. >> massive lines forming in grocery stores. and many are only taking cash which is now in short supply. much of what these people desperately need, essentials lik
