both sides want to keep on talking, both have a vested disincentive to make progress.o they want to talk for the sake of talking. there's a lot of false brinkmanship, and a lot of masquerading going on and unfortunately the only person in the world who seems to think that there's a possibility of some breakthrough, or that both sides should or are capable of making decisions is secretary of state john kerry, and for that he deserves our internal debt. both sides israelis and palestinians seem to engage in nothing more than a blame game. >> how crucial is america's involvement in anything moving forward? >> i think it's crucial in two senses. one is like the u.s., without u.s. facilitation, and going between them with both sides, and left to their own devices, israel and the palestinians will never reach a deal, not in this generation. i know it sounds trackage, depressing and discouraging, but that is a fact of life. if you look at the last 25 years of peace process. on another level, if the u.s. chooses to disengage from this, hell could break loose. chaos will rain,

they have worked on both marin and sonoma cca programs. they are involved in the power generation portfolio side and their team as well had the legal counsel for both the two programs. just dealing with regulatory issues, which some of our rfp had some regulatory tasks. once again, those aren't our initial tasks, but something that we may want to use them. so once again i'm recommending that we authorize them to be available to us on an as-needed basis, once again subject to come back to you, if we do asin a task and then add a budget amount. just going back on enernex, their initial bid was $1.1 million, but that also included do something designs of a number of programs that we do not need for a plan. we would actually need it for implementation, things such as design of programs, preparation of rfps. so we were able to negotiate after our interview that the projects that we need from them would be not-to-exceed $210,000 and that is what is reflected in the contract that you have before us. the not-to-exceed amount overall for community

i think that what you saw is both the bus and rail side one of the factors that mechanical reliability, vehicle delays for the single biggest source of problems. we're continuing to correct those and improve them will make a difference in the on time performance. the other thing you mentioned the bunching and gaping for example. one of the things we're not showing dramatic improvement on over the year is the percentage of scheduled service that we're delivery. our goal is over 98% and we have been around 95 to 96%. that's an issue because if you don't put the amount of service out that you need you have to make continual adjustments. it challenges individual operators. it creates crowding, increase in bunching and gaping, so what we're doing is the agency is invested in providing additional resources to human resources and training to bring up -- to increase our training efforts and get the percentage of runs on the street up. that's an important one to helping us drive on time performance. the other thing i will say -- we will talk about this in a minute, but it's supporting on time p

both of these banks have legal and other issues for different reasons and you're recommending that both of these banks as well, and tell us why. and what are you expecting in their quarterly number? >> my estimate for city is a dollar 15, that excludes the most recent mortgage settlement. my estimate for bank of america is 25 cents, that is a little bit below the consensus, i'm being a little more conservative on bank of america again because of some of the trading issues that we saw at j.p. morgan. again, i think over time the big four banks, city, bank of america, wells fargo and j.p. morgan are slowly but surely going to take market share from smaller banks as they have national scale, a diversity of businesses and a diversity of risk. i think city at the moment is probably the most attractive stock in the group, simply because it is trading at about a 20% discount to tangible book value. and i think city will over the course of the year be able to resolve the capital plan that the feds had a few weeks ago and will be able to increase both its dividend and purchase activity. >> so fu
