it's graduation day at bowie state university. will be a moment of silence, in memory of a student who was supposed to graduate, but was murdered. hundreds of people attended a vigil on campus last night for richard collins. they praised him as an outstanding cadet.. and an outstanding individual. recently became an army lieutenant. collins was fatally stabbed saturday at the university of maryland.. while waiting for an uber with friends. police say the stabbing was unprovoked. as for the suspect - police say maryland student "sean urbanski" had been drinking... when he killed collins. urbanski was a member of a racist facebook group - which is fueling concern this may have been a hate crime. as of now- prosecutors are not making that claim in court. we'll stay on top of this case and bring you the latest as we get it. an update on a proposed smoking ban in rockville.. the city council approved new regulations last night. they ban smoking in outdoor dining areas at restaurants and bars in the city. the fine for a first offense is
