mayor bowser: good afternoon, everybody. i'm muriel bowser, the mayor of washington, d.c. i am joined by delegate eleanor holmes norton, council member mendel and-members-of-the-district-of- columbia. we are here on a beautiful day, in our beautiful city, and our priority is to keep washington, d.c., a beautiful world-class city. but unfortunately, we are here today to talk about potentially devastating and really highly unusual situation that we face with the draft budget c.r. that would immediately have the effect of cutting $1 billion out of our local budget. so let me tell you what's happening. in the most recent continuing resolution language, it ignores our all our connelly approved -- congressionally approved fiscal 2025 budget. instead, it would peg us at f.y. 2024 levels, the levels that federal agencies are, because they do not have an approved f.y. 2025 budget. but we are not a federal agency. we are a city, county, state, all at once and we provide direct services to the people of the district of columbia, visitors to the district of columbia, businesses in the

reporter: mayor bowser. congress says the spending reducks would be necessary given the billion dollar deficit forecasted over the next three years. mayor bowser: we have an upcoming budget process that will address spending pressures. we're in that process right now. in about three weeks i'm scheduled to send a balanced budget to the council of district of columbia. it will be balanced. it will represent the forecast that our c.f.o. has. but it will also reflect investments that will help the city grow. investments that will help us change that trajectory. that help us attract more businesses. more employees. more residents. more sports and entertainment. that's what we have to do with our upcoming budget. what we shouldn't have to do is stop it, delay it, to deal with the next six months. because we did that last year. this budget is balanced and approved. reporter: how dramatic would the cuts be to police if these cuts are enacted through congress? would you have to lay off or furlough officers? mayor bow

[applause] >> thank you, mayor bowser. good afternoon.uce my colleagues who are here. we are all here because we are making a point that the district of columbia government is unified and unified in concern and opposition to the language that is or is not in this continuing resolution adversely affecting the district. i am joined by my colleagues, zachary parker, charles allen, anita bonds, kevin mcduffie, christina henderson and robert white. there is one member missing because she is out of town. we are deeply concerned about the language that was released in the continuing resolution because of its adverse effect on the district. the mayor made the point that we would have to cut about $1 million. we would have a half a year to cut that one year savings. the difference between fiscal year 2024 and 2025. what does that mean, why am i saying that? we would have to cut $2 billion and the remaining six months to achieve the billion-dollar annualized savings. but it is not really savings. these are d.c. dollars. these are not federal dollar

mayor bowser tried to get things on good terms.rump has his own feelings but he thinks that the federal government should have more of a say over district affairs. obviously it is the one the city, district that the government has direct control over and has no major say. it is a sizable chunk, not something that democrats want to give. host: who are some of the holdouts in the house on the gop side, and how are they sweeping that, what convinced them? guest: rich mcclintock is one. a top member of a publican brass. it seems like trump played a big role. he is the one carrying the day for speaker johnson. these are all big wins for speaker johnson when it all comes down to it, but he wouldn't get those without trump pressure on them saying we need to be able to do this to past reconciliation in the end, so this is really a leverage play on trump's end. especially with these house members who will come to agree following him blindly. >> we like to join our conversation, ask al weaver a question, you can do so. democrats, (202) 748-8
