. >> brad benson, yes, commissioner gilman, he indicated strong desire to carry the bill again. at one of the press conferences on prop "a," he actually explained because the vote had not happened yet on prop "a," he had difficulty selling the bill last year, and he thinks now with this positive vote that he'll be able to make a stronger case in sacramento. >> commissioner gilman: then my only other question was, because i don't want to see staff sort of chase a rabbit down a hole we might not be successful in, so i was intrigued by the cap and trade example. historically in san francisco, cap and trade is used for transportation or affordable housing projects. have we been in conversation with the m.t.a. and oewd to see if this is a strategy from a city perspective that they will support? >> i -- so, someone from m.t.a. has encouraged the port to pursue this source, because not all of it had been fully allocated. the trick is being able to show the climate benefits of the seawall project, and that's the work that daly was referring to that we're doing with our consultant team o

brad benson. director of the port. appreciate the opportunity to speak today. really appreciate supervisor safai's leadership in trying to dress the issue. -- address the issue. it's a challenging problem. we have at the ports long experience working with the department of the environment. we worked with them during the america's cup to do a zero waste event policy. and a zero waste plan for the america's cup, so they have talented staff. we worked with the department of the environment to try and identify the port tenants that would be subject to the proposed ordinance. if i could just put this up. so we have about 16 large generators on port properties. these are not offenders. we've got the giant heard testimony earlier, they're doing a great job with their sorting efforts. but we do have a broad range of tenants at the port that would be subject to the ordinance, including the port itself. we have two of these compacters. we've done outreach to the tenants to let them know about the proposed ordinance and we're just starting to get feedback from folks. we h

daly dunham, special projects manager for the port, joined by brad benson, director of special projects. here to give an update and get your feedback on our 2018 legislative program and 2019 priorities. so a quick overview and significant happenings in the last six months. on december 13th, we are, after we take your feedback here, we'll go to city hall and present for the city, state, and legislative committee our priorities for the coming year, at that time the mayor's office will integrate with other city departments to come up with the city's priorities. so over the last six months, r.m.-3, the transportation measure designed to -- bridge tolls, essentially, to relieve congestion on the bridges, pressure on the bridges. that went to the voters and was approved in june. we also had our new start award from the united states army corps of engineers and the administration, which was a very big event for us, the gold standard for partnering with the corps on the seawall. our infrastructure financing legislation, which i'll talk more about in a moment, did not make it out of the californ
