let's kick things off this hour with nbc's matt bradley in the western ukrainian city of rivne. you heard president zelenskyy criticizing western leaders for not commenting enough on what is unfolding there. what are you hearing from the people of ukraine? >> reporter: i've been speaking with people all day. this is not a city that's been bombarded. they've been spared unlike other cities like kyiv, kharkiv and mariupol. they're very afraid and supportive. they're filled with ukrainian spirit and the desire to defend this country. they are disappointed with the west. now, it's in contrast to -- the same thing i would say about president zelenskyy, as easy as it is to admire him, while he's admonishing the west for not implementing the no-fly zone it was a couple weeks ago president zelenskyy was almost cavalier about the western warnings of an imminent invasion. now he's demanding that the west help him out more. you know, we are hearing that both from the president himself and on the ground when i speak to people in this city. they tell me they really want the west to do more.

for now, matt bradley, thank you. we appreciate you. to continue this conversation with david, roe -- msnbc contributor. david, thanks for joining us on this. let's start on what's seems to be an apparent change in tactics. we knew there were intelligence reports, kind of ahead of this invasion, that russian -- 48 hours or so, they decided to invade. that, obviously, at this, point has not happened. it seems as if russian forces, vladimir putin, by his order have focused on more of these urban areas,? right like, kharkiv, second largest city in ukraine. trying to capture kyiv, as well. would you make of this shift, it seems, and tactics here? >> it's dangerous and grim. these are two paths for putin in the size of this column. we'll makes me very concerned is us looking at a chechnya situation. that's why when russia's forces wanted endeavors to -- it's a long running russian tactic of unleashing huge amounts of artillery and rocket fire on two urban centers. essentially, driving the civilian population out, to terrorize innocent people
