we also have sent nbc 10's brandon hudson on the ground there. dozens of officers have converged on this location. looks to be an apartment building on one size there on the left. another smaller building on the right. and officers in this alleyway between these two buildings using flashlights, walking in a line there. again, multiple people shot as we've just been finding out, including a police officer. we are working very diligently to try to find out more information on who's been shot, how that officer may be doing at this point. we have skyforce10 overhead. a very active scene here on the sidewalk with dozens of uniformed officers there. we don't know what led to this situation. and as we pull out even wider, you get a sense of traffic stopped on multiple streets here around the area of 51st and phantom in west philadelphia. and, again, lights down there on the ground between those two buildings. that seems to be the area where officers converged and were using their flashlights. whether they're looking for any evidence or they are looking

nbc 10's brandon hudson joins us where there are still strong winds out there. brandon? >> reporter: denise, the winds are strong but not as strong as they were yesterday. we're approaching a high tide hour. you can see the waves coming in. just a few seconds ago, we saw some of the water coming in very close inland. this seafoam on the ground gives you an idea how far this water has come inland tonight. the biggest concern is flooding, especially in some of those lower lying areas. one of the few reminders of hermine, found in the front yard of this home in dewey beach. >> a lot of water over the last couple of days. and we get the remnants of it. >> reporter: bill says it's overflow from the bay across the street. it was more of a problem yesterday. >> we were probably up, you know, i'd say, probably another three or four inches yesterday when we had probably four or five hours of heavy rain. >> just 24 hours earlier, overcast skies, rough waters and strong winds greeted beachgoers along the delaware shore. hermine's threat caused some places to close early, including

nbc 10's brandon hudson joins us live from rehoboth beach. how are conditions there right now? >> denise, it is very windy. we had rain a couple of hours ago but that stopped. right now the threat of hermine isn't keeping people away from the boardwalk or from the beach. we saw a few people walking down the sand just a few moments ago, and this is what they came to see, these large waves crashing inland. the sea foam gives you an idea of where the water has gotten inland since about 6:00. people plan to ride the storm on out. the spokesman for sus sex county says they're concerned the storm is taking a while to move through. >> jackie morrison and her friends didn't expect to spend their labor day beach trip like this. >> we thought we were going to get some sun and we got storm, and i'm not mad at that state attorney. >> it is not stopping them from getting sand in their toes and seeing what hermine has to offer so far. for most of the afternoon the roar of the ocean was enough to attract a large crowd to take photos. >> what was it like out there for you? >> windy and sand bl

next 10's brandon hudson is live tonight at police headquarters. brandon, violence is up, and the commissioner is frustrated. >> reporter: he is, jim. we spoke to the commissioner across the street at police headquarters earlier today. he told us philadelphia had no homicides over the weekend or on monday, but a violent tuesday has led to a couple of sleepless nights for the men and women of this police force. 13 people shot or stabbed and five killed in a 15-hour span tuesday. a violent day led to an early morning today for philadelphia police commissioner richard ross. >> i came in here by -- >> they have developments in yesterday's shootings and stabbings but it's a challenge since so many happened in one day, including a double shooting on schneider avenue with killed rapper meek mills' 21-year-old cuzing. the city's murder rate is up with 203 homicides this year, the highest since 2012. by the end of that year, philadelphia totaled more than 330 homicides. >> we're not setting any records by any stretch of the imagination, but it's frustrating

nbc 10's brandon hudson joins us live. don, police will only say the officer's gun went off. >> reporter: that's right, jacqueline. but they won't say how it fired. that officer is being questioned. detectives are in front of his house. you can see them right there. the crime scene unit is here. that means forensic investigators are inside the house as we speak. police say this started as an argument and then escalated quickly. philadelphia police cars and crime scene tape surrounded a home on taunton street where nbc 10 learned an off-duty cop's family member was shot. police say it began as an argument between the relative and an officer around 6:30 this evening. >> during this altercation the weapon was discharged at least twice. >> reporter: the sound of gunfire and police response quickly got the attention of neighbors who watched as investigators checked out the northeast philly home. >> i was in basement eating finishing up. i came outside and i saw cop cars all over the place. and i heard noises. i didn't think they
