ike brannon is with us now with the cato institute. is here to talk about ways to reform the national flood insurance program, which has to be free off the rise by the end of september and is nearly $25 billion in debt. good morning. first explain what the national flood insurance program is and who uses it. guest: it's the main way people who live in floodplains or by oceans or anywhere where they like it flooded, how they get insured. there is now a little bit of private insurance. more than 90% of people get it through this. the big problem with the national flood insurance is it does not really function all that much like insurance. for instance if you have a house and live in washington, d.c., the more expensive your house is, more prone it is to some kind of potential damage, can you pay more insurance. national flood insurance really does not work all that well like insurance. it does not increase the cost if you live close to a floodplain. one of the biggest problems in our study that came out the other week is we have pretty g

people steve brannon brands" the globalists" in the white house, the new chief of staff, john kelly,ll a sense of discipline into the white house. he has apparently had steve bannon under review for several weeks. today, a very brief statement was issued, saying that steve bannon would be leaving as of today. as for what he does now, there are suggestions that steve bannon may go back to breitbart news and continues to be highly influential on the right wing of american politics. that was going to be my next question. if he does do that, as is being mooted, what may the effect be on trump and his administration? well, it depends whether he offers support from his new perch, or criticism. breitbart news has been particularly critical of some in the administration. hr mcmaster, the national security advisor among them, and steve bannon has been pretty open in his opposition to those sorts of people. but, you know what? we have seen a lot of people leaving this administration in recent weeks. among them, the press spokesman and director of communications, the white house chief of staff.

breitbart, what about on the inside, have you this new chief of staff presumably, he's happy to have brannon out of the way, this going to change anything at a practical level inside the white house or not? >> i think it will, yeah. because really the factions have been eroded. there really aren't, now that bannon is gone and presumably my understanding is his staff will go as well. not that that is very consequential. but there aren't really factions area. you got jared, ivanka, who a basically aligned with the national security team and the generals. i gles to the extent you have a conservative influence, it's really in the vice president's office and the legislative affairs, led by mark short is fairly conservative. so i do think will you have conservative voices, but it's a different type of conservative. i wouldn't describe bannon as a conservative. he was arguing to hire marginal tax rights on the wealthy, economic war with china, family protectionist trade policies, total withdrawal from afghanistan and contractors in a paramilitary operation. so that whole voice disappears, it only r
