i want to bring in bill bratton, former l.a. police chief. chief, we had cathy lanier, d.c. police chief saying there were potentially two other shooters out there and this is still an active search. that struck many of us as very alarming but also concerning there don't seem to be any other indications of that from all our reporters at the scene, our local reporters at wrc, tom costello. there doesn't seem to be an active search. can you explain police procedures on this? >> i teach a course on news media relations, the most important word for police chief is preliminary. cathy lanier used that preliminary and appropriately so. what she was dealing with apparently was information there may have been potentially a second or third shooter she referenced. that was she tried to explain the very large perimeter and the fact they were conducting large searches, based on surveillance video, which i'm sure there's quite a bit on a military base in the nation's capital. i think it's becoming quite clear at the moment, however, it may all been the work of one shooter now deceased. i

joining us former police commissioner bill bratton. commissioner, one of the things that's surprising and something that gripped our attention is the amount of police presence and security officials, s.w.a.t. coming in and out of here. as tom explains geography, setting, proximity to the airport and the capital, one would think part of that national security presence is due to the fact those high-priority locations are in close proximity to the navy yard? >> it's all those things, the navy yard flying into d.c. is part of the flight path into reagan. the idea of somebody armed with a significant weapon, the concern would be certainly the ability to shoot plains coming in. lets face it, the nation's capital, there has to be in excess of three dozen agencies there that all have significant police capabilities, s.w.a.t. teams. it is the nation's capital. what you're seeing is literally everybody going on high alert, although the incident is not occurring on the majority of their properties, they are going to effectively going to lock down

let me bring in bill bratton. we are getting a lot of conflicting reports, but it seems like we have a strong indication from a senior navy official who is inside that building that they have the gunman cornered. whether or not he could be injured i think is still probably open to question. there was an earlier report that he had been injured. but then what would be going on right now? >> what's going on right now is the idea of, one, trying to ascertain is there one or more gunman, to try to certainly contain that one or more gunman within -- in this case it appears that all of this activity is occurring within this one building. i've heard it described as the riverside building or building 197 there was earlier information. as you might understand, everything is very preliminary at this time in terms of the facts, the information that we're getting. i've heard within the last five minutes ten shot and then maybe as many as 12 shot. you've already heard one suspect described as a tall, black male dressed in black

as chief bratton who is chief of l.a. pd used to say the reason why not cooperating with immigration is important for local law enforcement is that not cooperating helps you build that trust. if the communities that you're working with know that you have no connection to the immigration system they are more likely to come to you, and actually report where they have been victims of crime or witnesses to crime, and there are many examples where very violent crimes throughout this country, including san francisco and l.a. those crimes have been solved because undocumented folks who were witnesses to the crimes felt free and comfortable to come forward and report those crimes, and because those crimes were reported the perpetrators were caught catching them are something that made the entirety of the neighborhoods safer. that's why if you're documented or not you have a vested interest making sure that the undocumented community has that trust with the police department and that's why this legislation is so critical. it reall
