brendan s. boyle of pennsylvania. the chair: pursuant to house resolution 478, the gentleman from pennsylvania, mr. boyle, and a member opposed, will each control five minutes. the chair recognizes the gentleman from pennsylvania. mr. boyle: thank you, mr. speaker and chairman granger and ranking member visclosky. this is a bit of a complex issue so i will do my best to explain. it's unfortunately an issue that my constituents and a number in the suburban philadelphia area have been dealing with now for the last 2 1/2 years. e chemicals with the acronym pfoa and pfos are highly persistent in our environment. in the 1970's, the department of defense began using a firefighting foam with the acronym afff. unfortunately, that firefighting foam contained these chemical compounds to extinguish petroleum fires. they have been linked to problems in liver, thyroid and pancreatic function as well as changes in hormone levels. some studies have shown developmental issues in children, decreased fer facility, increased cholesterol
