why do you think director brennan wrote this to his staff? >> i think it's very clear why he wrote it. there were leaks from the hill that some in the fbi did not agree with the cia's assessment that the intent of the operation, which was the news over the last couple of weeks, the intent was not just to cause chaos in our election but specifically to help donald trump win. that was the cia assessment, brennan is a fierce defender of the cia and it was his view that the leaks clearly were incorrect and he wanted to make it public that the cia and the fbi and the dni all agree now on the intent of this russian propaganda effort. look, a senior intelligence official said to me this week one thing you do not want to do is get into a leak war with the cia. this is literally what these guys do for a living and i'm not accusing brennan of playing politics here, i think he was correcting the record but i think trump is making a mistake if he's going to be as cavalier and dismissive of the cia. those guys don't mess around and, you know, there's two

we saw this letter today going to the entire cia workforce come from john brennan saying the following, that the director brennan met recently with the fbi director comey and there is "strong consensus among us on the scope, nature and intent of russian interference in our presidential election." you're aware of reports and aware of the president-elect himself questioning one if russia's behind the hacks and were they trying to help steer the election to donald trump? in fact i'm told by multiple officials there is agreement there are multiple possible motives for russian hacking based on the intelligence assessment. one just to undermine confidence in the process but two also to weaken hillary clinton, and to help donald trump. the view being that early on it may have been just to weaken the candidates, weaken the process. has donald trump performed better? some in the cia believe they went, in effect, all in for donald trump. i should caveat there that trying to judge the intentions of foreign intelligence services is not an exact science. this is assessment based on the best intelli

for "nightly business report" i'm morgan brennan in new york city. >>> coming up, why our next guest thinks betting on the consumer might be a win for you in 2017. >>> several of president-elect trump pick's for cabinet post may have a problem getting through the election process. john harwood joins us from washington. john, welcome. if republicans control the senate and democrats can't really filibuster cabinet nominees, what's the big hangup? >> well, that's a good question, tyler, because it used to be with -- it would require 60 votes to stop another president from the other party from nominating someone. now it only takes 51 votes to cap somebody which with the vice president tending to break the tie, republicans could do it with 50. now the challenge is because donald trump is an unconventional candidate, because he's relatively unpopular, if democrats hold together they only need to pick off a couple of republicans, three, in fact, to sink a cabinet nominee. so the challenge for democrats is going to be who is the weakest among "the herd" of nominees and pick off one or two an
