>> bret: welcome back.ext we head down to the gulf coast. we found two gop governors who have earned high mashes for their leadership in a crisis . when hurricane katrina battered the gulf states in 2005 mississippi governor haley barbour earned nothing but praise. looking back now five years, what have you learned from all that? >> if you have the biggest natural disaster in american history anybody that thinks everything is going to go right doesn't know what he's talking about. we had good plans. great people on the ground. our first reponders were fantastic. but we were obliterated. when that happens to you. having a good plan helps. it teaches you. don't expect everything to go right. don't expect everybody to get it right the first time. >> bret: there are other aspects of his years as governor he's eager to out to. -- easter to tout. >> when i was elected governor i ran on an agenda. i followed that agenda. everybody knew i feel raising taxes -- we got rid of a deficit without raising anybody's taxes

bret? >> bret: karl, so is this a major setback when it comes to the earmark ban and what does it mean for republicans who have been really trying to get this on the agenda? >> well, they are not going to give up. senator coburn says they will come back after thanksgiving and do it again and continue to do so over and over. their idea that the democrats are beginning to grow numbers put together more democrats who would support this. they believe as s. a clear signal that the earth is beginning to shift and perhaps, they hope, democrats are beginning to see it we will see after thanksgiving. >> bret: there has been an awful lot of talk about compromise. on tax issue, carl, it seems all sides are going to corners. >> disincentive on both sides. the republicans don't feel the way they were treated during the obama administration last year there is a lot of incentive for them to cooperate. obama administration has been signaling they are willing to do something. they continue to say they don't

i'm bret baier. the white house sought to contain fall-out today by remarks from president obama's top advisor that sounded very much like surrender in the administration's long-running battle with republicans in congress over mr. to raise taxes next year on high-income earners and small business o owners. correspondent james rosen has the story. >> reporter: president obama's senior advisor confirmed they'll accept extension of bush tax cuts for all brackets. interview with the huffington post, headline "white house gives in on bush tax cut." and david axelrod added i don't want to trade away security for the middle class to make that point. we have to deal with the world as we find it, axelrod sighed. >> my own take is that axelrod let go of a negotiating position that the administration wanted to hold over boehner and the g.o.p. it's possible he was signalling the progressive community this wasn't going to happen and let them know that the administration would support temporary tax cuts again. >>

it seems like they are going to have more than the usual amount of influence, bret.ou agree? >> reporter: yes, jon, no doubt about it. it's already changing the environment up on capitol hill. as you see these incoming freshman arrive and, of course, as you mentioned, they won't be sworn in until after the first of the year. but the fact that republicans are going to vote on banning earmarks for the next congress and the fact that there is so much talk about this, the earmark issue, is evidence already that the tea party has made a big move. they've effected the way things are operating already. now, in the big picture down the road you wonder how these new tea party candidates who have been elected now to office, once sworn in, will work in a legislative environment. and that's what we saw over the weekend with various orientations for incoming freshman and what they're doing about how to get the things that they want passed through a republican house. jon: but even among republicans there seems to be some disagreement about the future of earmarks. i know there's ce
