i'm bret baier, breaking tonight, we're covering two major stories with foreign policy implications. u.s. authorities say the kidnapping plot orchestrated by the iranian regime was essentially something out of an espionage movie. the kidnapping of an american journalist officials say tehran planned to take place on u.s. soil. the iranian-born american journalist at the center of the alleged plot is speaking out for the first time today. and the former president who rarely speaks out about other administration policy positions is openly criticizing the biden administration withdrawal plans in afghanistan. first up, iran says accusations its agents are trying to kidnap iranians abroad who criticize the country are baseless and ridiculous. the statement comes after u.s. authorities announce criminal charges against four iranian intelligence operatives. they are accused of plotting to kidnap a prominent opposition activist and writer in exile in the u.s. and take her back to iran. tonight, we're hearing firsthand from that journalist. correspondent aishah hasnie has details. good evening

. ♪ ♪ >> mike: good evening, welcome to washington, i'm mike emanuel in for bret baier.aking tonight, what has been a rescue effort at the site of the collapsed condo towers in south florida is now a recovery process. that signals a search for survivors is over. the death toll is 46. we are awaiting an update from officials at the site. correspondent phil keating is live in surfside again this evening. good evening, phil. >> good evening, mike. a lot of factors here. first, the 12-story condo tower pancaked on itself floor on top of floor on top of floor left very few void or pockets where somebody could theoretically survive. days of rubble fire. all that smoke. 8 days of rain followed by that searing south summer heat and ultimately just simply the length of time since the collapse. but the recovery effort is really picking up speed. 8 bodies recovered from the rubble yesterday. another 10 recovered overnight. these are the two highest numbered days for the recovery effort as sunday's implosion of the fragile remaining half of the building appears to have really helped
