brian? >> lee cowan starting us off in phoenix tonight. lee, thanks. >>> to our justice correspondent pete williams we go. pete, two questions. number one, why did the judge rule the way she did? and what are we looking at next? >> reporter: this is a victory for the obama administration. the judge agreed with the justice department's main attack on the law that it crossed a constitutional line on how far the states can go. judge susan bolton said the law would require police to do so many more checks on people accused of being here illegally that it would overwhelm the government and divert attention from catching terrorists. she said it would mean widespread detention for people here legally while their immigration status was checked. so the judge concluded that the arizona law would interfere with federal immigration law which the states are not allowed to do. her ruling did note that 18 other states are considering following arizona's lead. she said that would burden the federal governme

anne, good evening. >> reporter: good evening, brian. bp now hopes to intersect the well in two weeks. though it has a new leader tonight, bp still has the same old problem, oil washing ashore. bob dudley, bp's new man in charge moved quickly to reassure suspicious gulf residents saying the best strategy for the oil giant is to clean up the spill. >> we want to be a good corporate citizen, we want to restore our reputation, it's going to take time. >> reporter: it certainly will. even though the well's been capped for a dozen days, there's still thousands of barrels of oil in the gulf. and today we found some of it along the coast near the mouth of the mississippi river. there's still oil coming ashore on this sandbar west of south pass. what is washing up today is in smaller pieces than before, and that makes it tougher to spot and even tougher to clean up. workers collect 2,400 bags a day of the oily sand. under the guidance of the coast guard's tracy girard. >> we have a lot of work ahead of us. >> reporter: it's not just bp's oil the

. >> reporter: good evening, brian. the tests will go on for at least a few more hours tonight as engineers and scientists try to figure out what those pressure readings inside the sealing cap really mean. you can see the difference on the surface above the damaged well. the flames of the "discoverer enterprise" and "q4000" are out. no ship is collecting oil because, for a second day, the crude is not flowing. but there are concerns. >> i think we're to a point where there is enough uncertainty regarding what the meaning of the pressure is that we're seeing that we need to have due diligence moving forward and we need to be careful not to do any harm. >> reporter: after 24 hours, the pressure level is 6,700 pounds per square inch, an inconclusive reading that could mean so much oil has already flowed out that the pressure is lower than expected or there is a leak underground. president obama today praised the containment but warned it is not the ultimate fix. >> we won't be done until we actually know that we have kille
