ktvu's brian flores is there live with where the fire started and how firefighters are knocking it down right now. good morning, brian. >> reporter: good morning, tori. we're on second avenue very near oakside and fair oaks. we're actually in the backyard of a family pretty close to the fire. take a look. as you can see, redwood city fire department battling this fire pretty aggressively. let's take a better view of the fire. i'm with my photographer, paul. he's gonna walk to the back. this is probably the best view that you will probably see. it started at 5:15 this morning. crews aggressively attacking it, battling the smoke still popping up here. let's go to video from chopper 2. you can see a lot of flames coming from this five to seven- unit apartment complex. i just got off the phone with the redwood city fire chief, who said it started at 5:15 at this nearby apartment complex and quickly spread to the second floor. he says there's been at least two minor injuries. one injury, minor burns to one person. the other injury, not serious at all. it was actually treated at the scene. bu

ktvu's brian flores was the first reporter to show us the damage. he joins us live. >> reporter: good afternoon. redwood city firefighters were here all morning. investigators will be here throughout the afternoon as they try to piece together exactly what happened that caused this fire to spread so quickly. from chopper 2, you can see the huge flames billowing out of an apartment complex at about 5:15 this morning. from the ground, you can see this closeup video of firefighters aggressively battling this fire on multiple fronts, including ladder trucks. >> the early-morning hours always has a daily reporting a fire. there was so much fire when the engine got here, it got into the attic which makes it difficult for us to fight the fire. we quickly had to go into defensive mode and pull the crews out of the building. >> reporter: firefighters don't know what caused it, but several investigators are here, including structural experts. a red cross worker says at least 20 people from the burned- out complex and an additional 20 people from were evacuate

ktvu's brian flores is here to tell us the teen recently moved to the bay area from central asia. brian? >> reporter: hi, dave. well, the student moved here from uzbekistan just a couple of years ago. the family said they wanted a better life. it was a life cut short just weeks before summer vacation was supposed to begin. he was a junior at the high school. he was part of two groups as well. one of them was english as a second group and the wrestling team. he was also the champion in his wrestling weight class. he was rushed to john muir medical center here in walnut creek. he was stabilized and had brain surgery. he was -- he was stabilized for a week. he died frommer repairable brain damage. his wrestling coach also describes him as the glue that kept the team together. he was then laid to rest on wednesday. right now, friends and family are planning some type of community memorial. there's also a memorial for him on facebook. we also understand that if you do want to contribute to the memorial fund, go to any chase bank. they are taking funds at the high school as well. coming

brian flores is on treasure island right now with more on whether this problem could delay the scheduled labor day opening. brian? >> reporter: well, dave, construction continues on the bay bridge, but so does more testing when it comes to the questionable bolts that were installed on the bridge earlier this year. we should get the results of that testing and whether it will delay the much anticipated opening of the bay bridge. now, the big meeting scheduled to take place at 9:30 this morning. we are expected to hear from transportation officials about their plans to repair several dozen seismic bolts that snapped when they were installed in march. engineers say it appears the cause was hydrogen but how it got there remains the question. we're also expected to get an update about 200 bolts that were installed. these bolts were manufactured a couple of years later than the original ones to see how those are holding up. at this point, there are a couple of options on the table. we're expecting to hear from engineers what those plans are along with how much that will cost. lawmakers are cal

ktvu's brian flores is live in pleasant hill with details on the hours of overnight testimony that led up to this decision. good morning, brian. >> reporter: good morning, tori. the community members that put up a fight to try to save the dome, they say they are saddened by it. after hearing hours of public system in city council chambers, the city council decided to keep the theater closed and not save it. the council meeting last night was packed. the public was allowed to comment for about four hours. at 2:30 this morning, the council voted 3-2 to move forward with development plans and eventually tear down the theater. it got heated at times. when the decision came down somebody in the gallery shouted, how dare you smile, to one of the developers. we're hoping the s&p will reverse an approval to tear it down. they say the city didn't take into account the theater's significance and community cultural significance as well. but those in the city council say their hands were tied anyway, mainly because the building is on private land and they didn't have the resources to save the thea

brian flores is in san francisco this morning with a new idea that disabled drivers should start feeding the meters. brian. >> reporter: hi, pam. nothing is set in stone but for a topic like this it's definitely a talker. there could be changes on the horizon. we are off turk street here in the city's financial district. this is one of the areas that computers see -- that commuters see an abuse of disabled plaquers. they spoke in front of the transportation agency and actually recommended that the rules be changed for what could be allowed for those with disabled plaquers. people with blue cannot only park in designated blue zones but also gives them a person to park in metered spaces for an unlimited time. according to the committee 1800 plaquers are confiscated every year. some of them use it illegally to park for hours. there is talk of disabling metered zones. there is challenges that need to be met. especially at the state level. coming up at mornings on 2 we will talk about those challenges up ahead and talk to commuters. we're live in san francisco i'm brian flores ktvu channel 2

ktvu brian flores is there with dramatic cell phone video of this confrontation. an. >>> good morning tori. it is raising some questions this morning, again, san fransisco police say the five people you will see in the cell phone video in just a few seconds, they deemed them as trespassers. they were not allowed to be in the dorms. we spoke with one person who shot the video and says that they are not trespassers. >> we are just kids! we are just -- now this is video recorded and given to ktvu by a person who only identified herself as natasha. she says this is her friend carlos being forcefully detained by campus police in mary ward hall at about 8:00 last night. natasha says her and four others were invited to the dorms by friends, it was peaceful. a couple of her friends left to smoke a cigarette. minutes later they came running back to say police were there to arrest them. the university says people were trespassers. as you saw earlier, the group said they were just guests to visit friends. natasha said they were just minding their own business. >> these office

brian flores is in san jose with how police plan to keep the festivities in check. >> officially the de mayo parade was canceled a few years ago because organizers could not pay for police but large crowds converge here to celebrate. police officials expect the same thing this weekend for the largest celebration. let's go to video from last years celebration. most people celebrate peacefully. last year there were instances. they arrested 21 people for things like narcotics possession, public intoxication, and assault with a deadly weapon. businesses around here will be celebrating. in 2011 only seven arrests but there were many instances of scattered violence throughout the night including a stabbing and bottle. now along with regular patrol officers this weekend san jose police will deploy officers from their metro and merge units. it's also being reported the gang investigation unit will be on duty helping with gang -- let's take you back out here live. the roads look pretty good. some roads will be closed and traffic will be diverted. certain parts including east san jose and area

brian flores, ktvu channel 2 news. >> all right, brian.nk you. >>> the chp was very busy over the weekend weekend looking for drivers under the influence. statewide, more than 1100 drivers were arrested for dui. that's down a bit from last year. bay area police made 165 arrests for dui, including dozens in santa clara county. at least 61 dui arrests were made in santa clara county between midnight friday and midnight sunday. that compares to 38 arrests a year ago. >>> we're learning alcohol may have been a factor in a deadly hit-and-run crash in colma over the holiday weekend. family and friends have left candles and flowers at the site of the accident on hillside boulevard, where three people were killed yesterday morning. police say the victims were all passengers in a ford mustang and were ejected when their driver smashed into another car. the driver of the mustang fled the scene but later turned himself into police. family members say his fiancee was one of the passengers in the car. >> the guy go up to the lady and just like baby, ba

brian flores is live in palo alto right now. when will the new rules begin, brian? >> reporter: in a couple of months. >> reporter: reaction is mixed. you have advocacy groups who say this decision will make it easier and healthier for everyone. the smokers feel singled out and don't wae ban. the palo alto city council overwhelmingly last night voted 7-1 pretty quickly to ban smoking in public parks and open spaces. the plan was to ban the smoking in parks that are less than five acres. but the mayor said it should be expanded to 38 parks in open spaces. the lone descending vote was from -- was from pat burk. reaction from palo alto this morning was mixed. >> the parks are natural environments. you think of parks and nature and health. so -- it makes sense. >> people who want to smoke. they feel alienated and they feel they are being pushed away. they are finding less and less places to do this. >> reporter: even though the ban will affect the city's open spaces as well. their parks and rec department will decide later whether they should be -- whether there should

ktvu's ktvu brian flores with the new information just released. good afternoon. >> reporter: good afternoon. engineers were hoping that traffic just like this would be going on to the new bay bridge by the labor day weekend. for now technically those plans are in place but it's dependent on whether a contractor working on the bolt fix can get it done by then but they say they can't commit to the date at this time. caltrans officials this morning decided on a steel saddle fix to the broken bolts which would essentially strengthen them during everyday use and during a natural disaster. they were made around 2008 and showed signs of hydrogen corrosion when installed in march. engineers also reveal like the bolts similar to the ones in question were used on the san rafael bridge but say those bolts are safe. they say the cost to fix it would be $5 million to $10 million and th alternative would have been up to $20 million. they also say they are testing newer bolts like the ones in 2010 that were installed and say so far those are holding up. >> you t

brian flores is on the scene, brian, can you hear me?is happening out there. >> reporter: i can hear you, the fire alarm is still going off and several fire departments are trying to get the smoke out and fire that affected this small convenience store on foot hill and mitchell, and this is a mexican convenience store and they are still trying to put the smoke out and there is still heavy smoke coming out from the store this morning. from what we understand and we just got done speaking with the owner, he actually lives with him and he was awake ended at 4:30 this morning and it was not clear that he had been broken into or whether there was firefighters and several people warned him there was fire coming out from the store. at this point it is unclear but still this morning, oakland firefighters are still trying to battle some hot spots from inside the store which is the reason why there is a lot of smoke coming from this convenience store and it is still unclear what started this fire but the good news is there were no injuries reporte
