ktvu fox 2 brian flores is in our newsroom. you've got the very latest on the emergency cleanup. >> i do. good morning, to you. the operator of the pipeline first announced 21,000 gallons of crude oil spilled into the ocean but the coast guard says it's just an estimate and there are concerns the spill could be much more. a pipeline ruptured just west of santa barbara. and then oil went into a drain that runs into the pacific. the spill left a thick coat of black tar stretching four miles wide. winds could send the oil another tour miles south. the leak was eventually stopped three hours later. >> the beach was just covered in thick black crude. the rocks were covered. the waves that were coming in were just black oil. >> the beach and local fisheries have been shut down and the popular beach may be closed through the memorial day weekend. the pipeline belongs to texas based planes all american pipeline. the company says it deeply regrets the leak and trying to help with the cleanup effort. in the meantime the company says it d

brian flores is live in baypoint with the possibility cause of this fire.g. we're live here in the 900 block of dove ridge circle. this the emerald cove mobile home park. because of the heavy brush behind the mobile home, crews are remaining here to prevent hot spots. it came within a few feet of this family's home. fire officials say it started at 5:50 this morning. they also say it is likely home let's living in a nearbier can'tment may be the cause of the fire. now, fire officials say once they arrived, there were huge flames but crews responded within three minutes. they were able to get it under control in about 20 minutes. but there were some challenges for fire crews battling the fire. the chief said not only was there steep terrain but crews have responded to similar fires in the area in the past few months. >> it's an issue for us. unfortunately we don't have any way to track them. typically what happens is the fire occurs daily and then come back later and they pick up and will move somewhere else. it's a problem. >> this isn't the only fire that'

brian flores is live in the city where supervisors are taking sides over a proposed moratorium on some new and much- needed housing. good morning, brian. >> reporter: hi, good afternoon, tori. it certainly has divided the city. one supervisor wants to put a stop on future housing. another says, that's not a good idea. many who live in the mission district say they are being forced out of their homes because they say they can't afford to live there anymore. they say the reason has to do with the technology boom going on in the silicon valley and parts of san francisco. we were at a rally inside san francisco city hall where many residents voiced their frustration calling on the mayor to take action. supervisor david campos and the protesters are calling a moratorium and also a one-year halt on evictions. for many who live there, they say this top sick very emotional. >> i'm in deal little city. i can't afford san francisco where i was born and raised. it's heartbreaking. you can't be where all of your memories and feelings and love. it's difficult. >> reporter: but is putting a stop to

and that's where brian flores is. good afternoon. >> reporter: good afternoon. we're in downtown concord across from the plaza, not too far from the epicenter of the earthquakes. normal nice day for many. we spoke to some who say their nerves were a bit rattled. the first quake hit at 7:01 centered near oak mead drive. that was a 3.2. the second happened at 7:32 this morning off lonnie kai drive. that was a 3.5 and the third happened three minutes after that, centered at ellis lake park near ellis street and that was a 2.7. contra costa fire reports no damage to any buildings. but we did speak with some people getting ready for work and they described a swarm of quakes -- the swarm of quakes with a big jolt. >> i was thinking if we were in the house, where would i go? what would i get? i'm definitely cognizant of it. >> reporter: not only were there three small quakes today, there was a 3.7 on sunday afternoon around 3:15. the experts say they are on the concord/green valley line. it runs to lake berryessa. the smaller swarms of earthquakes are similar to the sa

friday, may 15th i'm brian flores. >> and i'm pam cook. he passed away last night at his home. we will hear a lot of his music today which is nice. 4:30 is the time. i had tiny little sprinkles but it poured on steve paulson. >> did it ever. that's the hardest i have seen the rain since january. >> i was thinking that steve paulson didn't know what he was talking about. we had just a crazy day yesterday. some areas nothing. other areas it was pouring. there were amounts that came in three quarters to an inch of rain. santa claire rap valley around mt. diablo down toward morgan hill, areas like that. still some moisture can come sneaking back but it looks like most of it will be done. san jose could be in line. but over all most of the cloud cover is favoring areas to the south. i will say. los angeles to san diego. copious amounts of forecasted today. maybe record setting. all the emergency is swinging out of the picture. this will be really active for southern california and the four corners. keep an eye on this system as it moves out. oh my goodness it will be a whopper. 40s
