. >> brian kuebler has more on how one city school is blocking all but one exit out. >> reporter: students say it feels like a jail. there is only one way in and one way out. >> padlocked on every one. >> reporter: abc2 news investigators obtained pictures showing just that, exit doors that clearly lead outdoors with bolts on the bottom and a padlock through the bolt. students who attend said every single door except the main president triis bolted. the concerns are obvious. >> i can't get out. >> so it's every door except the main entry. >> reporter: there is no fear code where it's an acceptable practice. it states locks, if provided will not require the use of any key, a tool or special knowledge for operation from the egress side, meaning from the inside. otherwise, it could be a catastrophe in case of fire or save the crash on a smaller scale as we witnessed yesterday. the baltimore city teacher's union confirms that the ambulance and the city school response that we caught on camera yesterday was in response to where officers used mace to break it up. a teacher with asthma tried to s

brian kuebler explains. >> reporter: it's coming out of the ground faster than weed in your backyard. the russell casino looks different by the day but a facility this big will need backup. baltimore gas and electric will start updating utilities beneath russell street starting tomorrow. the drivers say so on russell street and even as far away as 83 near prendin street. they think it will badly impact traffic patterns. one lane both north and southbound will be closed starting late tonight. this afternoon part of the northbound lane was already closed and on a light traffic day you can already see the buildup. it's a project the city dot said needs to get done. the improvements to baltimore this facility will have are well documented and have been well debated but it cannot be a reality without upgrade infrastructure a project expected to jam up one of the city's largest thoroughfares. officials are urging commuters to choose different routes, change the routine beginning tomorrow and get used to the alternate way into baltimore. this project is expected to continue through july of n

. >> brian kuebler explains how this isn't the first time the school has been cited bolts on doors. students saythat was just a reality inside this school for every door but the main entrance, a giant fire hazard even parents didn't know about if there was a fire, they wouldn't be able to get out. >> reporter: did you know about it? >> no, i didn't. >> reporter: if you knew, what would you do? >> i would call the school board and complain? . >> reporter: today, they were removed by direct order of the fire marshal. after abc2 news uncovered the padlocked doors yesterday, the fire department made it abundantly clear that these locks preventing the use of these doors is a critical breach of any fire code anywhere period. >> to make sure the doors aren't padlocked again and other aspects of the fire code are complied with. >> reporter: did you ask them to remove the bolts? >> yes. >> reporter: the school has declined a request for an interview for two days in a row, but it can't claim ignorance on this. fire records show locking doors at that school has been a problem in the past. abc2
