brian rooney reports. >> reporter: this is the robert bales most people who knew him describe. a man always smiling. >> good guy the time i've been around him. just a good guy. fun to be with. >> reporter: he was a stock broker before joining the army after 9/11. he told friends he just had to do something and ended up serving three combat tours in iraq. he went to afghanistan last december. >> the thing that i really remember is him in his uniform with his pants tucked inside of his boots. it was just -- he was crisp, clean, military. >> reporter: bales was credited once with saving his armored stryker vehicle when he shot a man about to fire a rocket-propelled grenade. despite that smile, he'd been through a lot. he suffered a head injury in iraq. just this month, he and his wife put a house up for sale for $50,000 less than they paid for. a year ago she wrote on her blog about their disappointment he did not win a promotion and raise in pay. quote, after all the work bob had done and all the sacrifices he made for his love of his country, family and friends. his civilian law

roberts. >> i think you are right, brian.s a physician, i can tell you it violates all the things we hold dear. i believe it's the individual mandate, not the government says you have to buy health insurance, it's that this law says you must buy a product and this is what it must be. the law clearly defines in specific ways what every plan must have. no single member of congress' plan would be compliant under the law. it is illegal and that's what i believe to be unconstitutional. i think that's what the court will find. and the question pete raised is important. if the individual mandate comes down, do all of the other things stand within it? if it does, it puts us in a very difficult situation. the prices would significantly increase for everybody as community rating and guaranteed issue and those kinds of things that only work if you think they work if the individual mandate is in place. >> igor, and, listen, i know you discussed the public option in your excellent book, those in favor of the law and would disagree with th
