about the plan that was in the paper this morning was from the republican governor from nevada, brian sandoval who said we republican governors have talked to congress and said, please a tension to what we have to say. states bear a huge burden, especially on medicaid. we gave ideas to the majority about the replacement, but none of our ideas are in this plan. without a c.b.o. score, the american public and this body is completely in the dark about how many people will lose coverage and about how this will affect the american economy. why would we move forward, why would we try to push a vote even in a committee, much less on the house floor, before the c.b.o. has given us this score? we don't serve the american public well by doing it. what does the bill do, the replayful bill do? one, it ends the expansion of medicaid that was a core component of the affordable care act, the expansion has been braved by more than -- embraced by more than 30 states. then it takes the traditional medicaid program and dismantles it, moving it more to a block grant program. that's the first thing it does. second

what it's supposed to do, and that's led even republican governors like john kasich of ohio, brian sandovalof nevada to express concern over the destruction of the medicaid program as we know it, shifting the cost to the states. governor kasich said that trumpcare, quote, puts at risk our ability to treat the drug addicted, the mentally ill and the working poor. it's almost certain that under this bill, treatment for opioids will be less available because medicaid is cut and medicaid helped pay for it. it's almost sirn. you're a young person, young family. say you're 30 or 40 years old, but you have mom, dad in a nursing home. medicaid has been paying for most of that. it's going to be cut. what are you going to do? maybe they will have to move in with you. that's not so easy in a growing family with kids. or maybe you'll have to pay a lot of money out of your pocket. so this bill hurts americans up and down the line. the ideological fervor. trumpcare must cut back the role of government, whether it hurts people or not. is motivating this bill. that in the abstract would be fine, but it hur

our governor, brian sandoval, continues to strongly oppose the project. he shares my same sentimentses, when he said, quote, any attempt to resurrect this ill-conceived project will be met with relentless opposition and maximum resources." close quote. every serious presumed candidate for governor in 2018, both republicans and democrats, strongly oppose yucca mountain. nevada's attorney general adam laxalt requested $7.2 million of state resources over the next two years to represent the state's interest in the licensing process over yucca mountain which he called, and i quote, a poster child of federal overreach. and soon our legislature will reaffirm the state's opposition to this project with the passage of joint resolution 10. to sum it up, it will cost at least $1.6 billion to get through the application process. think about that. $1.6 billion just to get through the process, to get the applications ready, let alone to get the storage facility actually operational. and make no mistake about it, i will continue to lead the nevada congressional delegat

here's what nevada governor, republican, brian sandoval had to say today. he said we've said all along work with the governors, that it should be a governor-led effort, and for the congress to rely on the governor's. he said they came out with their own bill which doesn't include anything the governors have talked about. so the republican governors who represent the majority of the republican governors come from states who did expand medicaid. -- willthe gentleman the gentlelady yield? is that what the governor of arizona said? >> they came out with their own bill that doesn't include anything the governors have talked about and i'm that he is referring to the medicaid issue. this was a plan that, in my state of illinois, 3 million mark people will be able to get health care. and my republican governor made it very clear that this provision, that this part of the repeal and replace simply does not work for the state of illinois and for poor people. let's trust of the states. let's trust of the governors. they are telling us this is a very bad bill for them.
