brian shactman here at the breaking news debt. pete williams of nbc news is reporting the department of justice will join in the floyd landis whistle-blower lawsuit against lance armstrong for using performance-enhancing drugs during the tour de france. of course this suit, the government has the basis because the u.s. postal service sponsored lance armstrong. there are tons of questions about this allegation of defrauding the federal government because of this. there are statute of limitations issues. is he open to more lawsuits after this? this is not a huge shock necessarily but it is a surprise because it opens up a huge can of worms and the government would not go after him if they didn't think they had a case at this point in time. >> a bombshell development regarding a story that people probably thought was in its closing chapters. so many of his endorsers have already cut ties. i wonder if there's any lingering effect to a company that hasn't quite made that divorce clean. >> his net worth is claimed to be about $125 milli

and cnbc's brian shactman also joins the table. good to have you both, brian, to have you back., let's get a sense of the state of the housing market as it's going right now. there is some movement, right? >> absolutely. just about all the things you care about in the housing market have done well over the past year. home sales, home prices up between 5% and 8% in different places around the country. housing construction has been leading the recovery. lots more construction jobs coming back on. and in some ways most importantly what got us into the crisis, the number of families fallen into foreclosure losing their homes is down to the lowest level since we've seen before the crisis began. so all of that is good, but there's more we can do to accelerate that. and that's why the president called for universal refinancing, for example, in the state of the union where the average family could save about $3,000 a year if congress can move a bipartisan bill on this. >> front page of business section of "the new york times," "despite aid borrowers fill face foreclosure. despite the ba
