with me now is cnn correspondent jason carroll, brian stelter, and dr. james philips. good to see all of you. jason, you first. he was cautiously optimistic about laying out how new york would reopen. but there are conditions. >> right. and the headline in this is there might be some good news down the road here in terms of if you're in the manufacturing or construction business. basically what the governor is saying is he's laying out a plan for reopening. said it's going to be happening in two phases. all of this is going to be based on some of those cdc guidelines which basically needs to show a 14-day decline in the number of new infections. so when you talk about phase one, he said phase one would be with construction and with manufacturing. he also said that these businesses would have to be low risk. and he said after phase one, there's going to have to be a two-week period where they have to look to see, okay, what was the result of phase one opening. phase two then, he said, would be done on as by -- business by business basis. he named may 15th as the day he'
