dedicated in montgomery, alabama, the birth place of the civil rights movement, upon the efforts of brian stevenson, memorialize these individuals that were hung. it honors the lives and memories of 40 martyrs slain during the movement from 1954 to 1968 including emmitt till. but we know many more people lost their lives to racial violence in that era. as we were studying h.r. 40, the reparations commission, we determined 4,000, and most of those that were lynched were african-americans. this memorial was dedicated when 30 killers had not been charged. in many cases they were acquitted or serve onld small sentence. these unsolved crimes represent a continuing stain on our nation's honor and hock its commitment to equal justice under the law. the legislation before us is intended to help remove that stain once and for all. the 40 victims shreked for inclues in the civil rights memorial fit one of three cry tier yasm they were active in the civil rights movement. they were killed in act os terror aimed at intimidating civil rights activists. their death demonstrated the brutality faced by african-ame
