i'm brian sullivan in williston, north dakota.his is not the keystone pipeline, one you may not have heard about, but it is called the dap, dakota access pipeline, it was approved yesterday by 3-0. the reason why that matters is one of the big problems with oil in the bakken is the higher cost relative to texas. the ground is hard, labor is more expensive. getting the oil out of here is expensive. truck, train, pipeline your only option. the dakota access pipeline will be built and completed and it will help take out a couple hundred thousand new barrels of oil a day, lowering the price here. and yesterday we went out to where they were building a tank gathering space station and spoke with a developer on the land involved in the deal. right now in a rough way about half the oil coming out of the bakken is done by pipeline, the other half by truck and rail. this design to make more go by pipeline. how much, when this is completed, will this bring out of the bakken. >> 475,000 barrels a day to 550 at full capacity. so it can handle

brian sullivan has more.different feeling than it was just a year and a half or two years ago? >> reporter: my third trip here. good morning. things remember decidedly different. the last time we were here a little over a year ago the bus that soly started, they said oil prices would come back. they haven't. the crude reality is settling in. this is a hard-working town. oil this was town. things have been very difficult. it's not just an oil story it's a people story and government story. look at the population here more than doubled basically from 2007 until today but last year to this year the population is down 10%. got a billion dollar hole now in the north dakota state budget. and so there's a lot of concern about the future here and what they are going to do because everybody built out. there was a couple of hotels. now there's 30. no hotel is fuel. a bunch of restaurant, maybe too many. nobody is full. there's a concern that we'll see a lot of businesses fail. it is not just the oil story. i heard mich
