i'm brian sullivan in williston, north dakota.his is not the keystone pipeline, one you may not have heard about, but it is called the dap, dakota access pipeline, it was approved yesterday by 3-0. the reason why that matters is one of the big problems with oil in the bakken is the higher cost relative to texas. the ground is hard, labor is more expensive. getting the oil out of here is expensive. truck, train, pipeline your only option. the dakota access pipeline will be built and completed and it will help take out a couple hundred thousand new barrels of oil a day, lowering the price here. and yesterday we went out to where they were building a tank gathering space station and spoke with a developer on the land involved in the deal. right now in a rough way about half the oil coming out of the bakken is done by pipeline, the other half by truck and rail. this design to make more go by pipeline. how much, when this is completed, will this bring out of the bakken. >> 475,000 barrels a day to 550 at full capacity. so it can handle

i'm becky quick along with andrew ross sorkin and brian sullivan. we're counting down to today's fed decision less than eight hours from now. that's going to be followed by a news conference from janet yellen. check out the u.s. equity futures. yesterday was a mixed day for the markets. the dow actually managed to eke out a gain. that's eight of ten sessions the dow has closed higher. this morning you see slight green arrows. we should point out the volume yesterday was the second lowest day of the year, followed only by the day before that. people are waiting to see what the fed has to say before they place their bets. overnight in asia, you'll see japan closed down by about 0.8%. the hang seng was slightly weaker, but the shanghai composite was up by about 0.2%. in europe in the early trading, at least right now you'll see there are green arrows across the board, being led by the dax in germany, which is up by 0.7%. also, take a look at crude oil prices. right now it looks like wti is up by about 2%, but you're still looking at it just above $37.
