i want to the go to brianna keilar. brianna, you have new information on why this happened? >> well, don, i just think it's important to lend some contempt to really what this allows. we now throughout today a lot of the discussion following the votes on capitol hill about really the negotiations of a potential deal have been between the white house in the form of vice president joe biden and senate minority leader mitch mcconnell who spent years together in the senate very familiar with each other and biden, of course, led those biden talks that went on for months and sketched out a framework between democrats and republicans. i think it's important to note just in how things could play out or really what this means with the delay in the vote. but delaying this vote in the senate from what would have been 1:00 a.m. sunday morning to 1:00 p.m. sunday by 12 hours, would allow time should there be some discussions, some movement toward some agreement between the white house and senate republicans, it would allow time for the bill to be amended. this is something that's very im

cnn's brianna keilar is at the white house. and kate bolduan is on capitol hill. let's begin with you, kate. what's going on on capitol hill where apparently a lot of the staff members are meeting. >> reporter: at this moment, they're meeting in the white house, congressional leaders and the president. as far as we know, the meeting is still ongoing. started just after 11:00 eastern time, of course. here on capitol hill, we're told that ever since this announcement really happened yesterday evening, staffs have been really communicating and talking and trying to figure out a path forward. we've been told they'll be working throughout the weekend to try to find this compromise, this way to thread the needle, if you will, to find a way to beat this deadline and reach an agreement that can pass both the house and the senate. while staffs will be working, our producer learned that speaker boehner and other house leadership will be holding a conference call with all house members to explain really where they stand and the status of negotiations. so that will also be ha

white house correspondent brianna keilar live in washington with more. brianna? >> hi there, kyra.t surprised that voters are frustrated with how washington is handling debt negotiations. and kind of everything. a new "washington post" abc news poll shows that 8 out of ten americans surveyed were either dissatisfied or outright angry about how the federal government is working. this is the highest since the 1990s. and furthermore, 63% of them said they may look around to elect new representatives come november 2012. a lot of poll numbers out. check them on the cnn.com/ticker. the political ticker. also new numbers there from "the wall street journal" poll on what people think of how the president is leading the country. not so great numbers for him. also on the ticker, the rnc is targeting hispanic voters in three key states, nevada, new mexico and colorado, states that president obama won just by single digits in the last presidential election. they're also going, they've put out an ad and going to be putting out a spanish language ad. the thought is maybe they can make some headw

brianna keilar at the white house, kate bolduan on capitol hill.has changed his mind on whether he'd sign a short-term measure to increase the debt ceiling. but there's a caveat, right? >> reporter: there is a caveat, kyra. the caveat is that it wouldn't be something for an extended period of time. it would be, perhaps, a few days to increase the debt ceiling. if, really, the paperwork wasn't done on a more comprehensive larger deal to reduce the deficit. right now, as you know, the white house is still really pushing this plan by the gang of six or some sort of large plan that could get bipartisan support with a lot of moving parts. everything from tax reform to tax increases, which democrats want and republicans are resistant to. spending cuts and entitlement reform. they're still pushing that. kyra, as you know, the clock is very much ticking. we're looking at really less than two weeks now and for a place really where, i mean, i think the heat index here today is going to be about 115. now we're finally watching the market starting to respond.

brianna keilar is live from the white house. brianna, you were inside that meeting as they came out there. you saw the president, the democrats, the republicans there, you even tried to shout a question at the president. what did you ask him? >> i asked him if social security was on the table i asked him twice. he wouldn't answer. you've heard the white house say, you've heard democrats and republicans say they're not going to negotiate this through the press, and certainly he stuck to that, and all we heard about is small talk about the sandstorm in arizona, if you must know, what was discussed while we were there, nothing really. sources revealed to us last evening, told cnn that the president is considering a many more ambitious plan. our jessica yellin reporting this was $3 to $4 trillion in deficit savings over the next ten years. that was much bigger than the president was considering before. a republican source familiar with negotiations telling me today, and confirming suspicions about what that would entail, because it'

brianna keeler is on duty at the white house. good evening to you, brianna, what can you tell us about this meeting between the president and his top party leaders in congress? >> reporter: as far as we know, the president is meeting right now with senate majority leader harry reid and with leader pelosi from the house, the leader of the minority in the house. and we don't have details on this yet, it's a closed press meeting, meaning we didn't even get our pool cameras inside to get a glimpse of this, but we know from a white house official that they are meeting here at the white house and we're hoping to get at least a notification when that all wraps up. white house officials saying this is to update the president on around these debt negotiations and what we're really seeing, and this is part of it is a flurry of negotiations going on and this all kind of follows some cab book i can theater playing out on the bill. we saw the house vote on the boehner bill and the senate picked it up and the boehner bill failed in the senate

brianna, you mentioned the year 2013? >> a couple of years down the road, what he and democrats would like to see is letting certain -- letting there be a tax increase for the wealthiest americans, yes. and i think that's something certainly that the democratic base would -- are wholeheartedly behind. they want to see that. there's democratic opposition to that. realistically, what democrats are considering is some of the small tax loopholes and that's why we heard them targeting that in their messaging, some of the tax breaks that corporate jet owners get that the oil and gas companies get, they've been trying to paint republicans resistance to the most token of tax increases. if they're going to give up really big cuts, brook, it's spending cuts that make up some sort of an agreement, they have to get a token tax increase that say, hey, we looked out for our people when we had to agree for this there to be these cuts that mean so much to our constituents. >> $1 trillion, $2 trillion, $3 trillion. the piece -- great read

let's get the latest with brianna keilar. are we any closer to a deal? >> on a deficit reduction plan, kyra, it doesn't appear so. no announced meetings between the white house and congressional leaders over the weekend, there were staff-level meetings and a lot of focus has to do with this fallback plan you mentioned. it's sort of the brainchild of the center republican leader, mitch mcconnell, working out some details with the senate majority leader harry reid. essentially, it would give the president for all practical purposes the ability to increase the debt ceiling with really just a minority of support from congress. it would allow congress to voice its disapproval and this is something that the president would have to do in three increments over time between now and the november 2012 election. kyra, this doesn't address entitlement reform and certainly that idea of the tax increases, democrats are still demanding and the white house is still saying no to -- pardon me, that the white house also wants and republicans are say iing no to, there's stil

. >> brianna keilar is live at the white house.'m not sure what the change of setting does or what this is supposed to achieve. at this point everybody involved in discussion should know what the consequences are. what is the president trying to do? >> the president is trial trying to get people here and talking. i think the thing to keep note of is a lot of what's going on is behind the scenes. you have democrats and republicans being quiet about it. yesterday what we saw is president obama making a rare appearance in the briefing room, this is the second time in a week that they came and spoke to reporters and he said, after days now of talking with congressional leaders, democrats and republicans, he said they've made real progress but also that there are real differences and he announced this meeting tomorrow. here's what he said he hopes for it. >> it's my hope that everybody is going to leave their ultimatums at the door, we'll all leave our political rhetoric at the door and do what's best for our economy and our people. >>

brianna keilar is there for us.ou know, just another twist and turn in these negotiations? not the first time we saw somebody walk away from talks. >> i would say this was the most dramatic day we've seen yet. we spoke earlier about it. you said you felt something was different. that was a dra hattic development. the clock is ticking so much closer. there was hope is that the house speaker and president could come to some kind of an agreement. you can gauge it how frustrated president obama was yesterday. that was a level of frustration we haven't seen before following this collapse. republicans saying that the white house had moved the goal post, that they, republicans had agreed to about $800 billion in a way to raise revenue and then the white house came back and said we want 400 billion more dollars and that was something that the republicans just couldn't do. then for their part you heard president obama, t.j. say, can republicans accept anything? you know we're giving up so much in terms of entitlement reform

let's go now to the white house and white house correspondent brianna keilar. so, what do we believe was said during that, what, 50 minutes or so discussion? >> reporter: it was almost an hour, fredricka. it was a meeting between the top democrat and the top republican in each the house and the senate. and we just got a readout from white house press secretary jay carney. it basically says what we expected, the president wanted to know that they are committed to a path forward to make sure that the u.s. does not default, but this is pretty interesting because it does, according to carney, he says the president restated his opposition to a short-term extension of the debt ceiling, explaining that a short-term extension would cause our country's credit rating to be downgraded, causing harm to our economy and causing every american to pay higher credit card rates and more for home and car loans. this is really interesting, fredricka. the president has said before he would veto a short-term extension. but i did just speak with a house republican aide who said the r

well, white house correspondent brianna keilar is joining me now. why does it have the president so riled up at this point. >> reporter: something conservative republicans are rallying behind and include major spending cuts and cap federal spending at a certain amount, tying it to the gdp, saying it could only be 18% of the gdp right now. spending is about 24%. and a balanced budget amendment. a change to the constitution that would include more spending cuts and make it difficult to raise federal taxes. president obama issued a veto threat on this yesterday saying it would damage the economic recovery that there would be major cuts to the education system across the nation and that it would be very hurtful to entitlement programs that the elderly and the poor rely on. here is what jay carney said. >> what we are witnessing here with this measure is classic washington posturing kabuki theater. you know, this is a measure that is designed to duck, dodge and dismantle. duck responsibility, dodge obligations and dismantle if enshrined into law which it

brianna keilar, i want to begin with you at the white house.lked to two senators. talked to a democrat, talked to a republican. i know that the house vote is expected, maybe 6:00, maybe 7:00 tonight. what's happening there where you are at the white house? >> reporter: here at the white house, brooke, it is very much the waiting game. all eyes on capitol hill as the house prepares for this vote. and yes, you said it, could be as soon as in two hours, but we certainly don't bet on it, considering the delay we saw yesterday. and president obama spoke this morning, because he has said this this boehner plan that will be voted on in the house is dead on arrival. he really said today, he's looking toward senate democrats and republicans to come up and take the lead and work out some sort of a compromise. but the fact is, brooke, time is really running out here. because once the senate does introduce something, they still require 30 hours of debate before they can have a vote. the bottom line, here, the end game is very unclear. the clock is ticking.

brianna keilar live at the white house. good morning.ng get done over the weekend n. >> there weren't any public meetings between the principal negotiators, the president, and house speaker john boehner. but there was a lot going on behind the scenes. we were told from the speaker's office that the lines of communication were open and we know that top aides were in discussions and especially work that was done over the week has to do with a fallback plan. one, the senate democrats and republicans, harry reid and mitch mcconnell are working on a plan based on something put out last week by mitch mcconnell. it would allow the president essentially practically speaking to increase the debt ceiling himself without a majority of support from congress that would allow him to do this in increments over the next year and a half. without it allow congress to go on record as disapproving of that increase in the debt ceiling. some of the details being worked out there. republicans want to have some votes for things they are demanding, things like a

as i was saying, brianna, and i know you could hear me, and let's get the answer now, are we any closerg a deal here on the debt? >> reporter: very good to talk with you. the answer is we're still a long ways from it. we will be waiting for the details of this for sometime to come. we know there are staff discussions going on between the white house and congress. the house and central are in this week. i have to tell you, there are no meetings as far as we are aware that are publicly scheduled between the white house, between the principles, and so the schedule is open and it will allow for them to sort some of the details out. the impasse at this point has to do with tax increases. the republicans say it will hurt the economy to have any sort of tax increases, and democrats are demanding them, and they have been ratcheting up the talks. take a listen to this. this is when biden was talking to labor supporters in las vegas. >> these guys actually believe -- they're not making up, it's not just protect their wealthy friends, they believe that a strong u.s. economy rests upon a never incr
