brianna keilar is waiting for him on capitol hill. here in atlanta, josh levs has his eye on which democrats have not said how they will vote on the matter. let's begin with ed henry. a lot of pressure on the president, but he is the one who is going to try to apply some pressure, so to speak, on capitol hill today. >> that's right. it certainly is finally drufrn time. we've been talking about this drama building for months and months now this is the president's signature domestic issue. from talking to his top aides this morning, they are saying way plans to do with house democrats is give them a very simple pitch. that he thinks this comes down to whether or not you are going to give into politics or whether or not you are going to help the american people. the president believing the fact this bill will cover some 32 million more people. the fact that the cost figures came in the last few days, and suggested over the long term it's going to save about $1.2 trillion in terms of cutting the long-term deficit and debt in this country.

our congressional correspondent brianna keilar is at the capitol rotunda. we do want to start with brianna. we have a rules committee meeting that's taking place this morning. a lot of people who have been watching this debate. you hear about this bill, that bill, this debate, that debate and we throw in the rules committee. explain to people why this is a big deal. >> normally, we don't care a whole lot about the rules committee meeting, but we do today. this is a big deal ahead of this expected vote tomorrow. why? because the rules committee is in charge of laying out the details about how the debate is going to go down tomorrow and this is really a point of contention between democrats and republicans. t.j., all week long we've been talking about how they're planning to do this, this idea of deem and pass that what you would do is to -- what dechl democrats would do to avoid a direct vote on the senate health care bill that they really don't like that they want to vote changes on to that bill is they would stick it into the changes bill and when they vot

right next to our brianna keilar, right now, who is at the capital, got heavy yesterday. this is a big bill. this could happen soon. >> reporter: could happen soon. here is what the day ahead looks like. i want to show you exactly what the house is going to be voting on. now, the house comes into session at 1:00 p.m. this afternoon. between now and then, it is all about arm-twisting and wrangling those last-minute votes for house democratic leaders. at 1:00, we are going to see -- i really want to go through the highlights. there are a lot of procedural stuff. you are going to see a vote on what's called the rule. this lays out the parameters of the debate. all the votes are going to take place today. what you are going to see later in the day, you will see a vote on this, the senate health care reform bill. this and then next, ruffloughly speaking, this is called the reconciliation bill, a bill of changes that house democrats have made. when does this all wrap up? the best guess is sometimes when you are probably eating dinner if you are here on the east coast. maybe 6:3

let's go to our congressional correspondent, brianna keilar to lay out what all of this is about. what's the strategy here, brianna? >> reporter: well, ideally republicans would like to kill the bill, but seeming that's unlikely, their strategy here is to delay it. and delay it by putting up for votes proposed changes in amendments that are really difficult for democrats to say no to. because if some of these amendments or any of these amendments pass, the bill is changed and cannot go straight to president obama for a signature. it would have to go back to if house for another vote. the other thing is this is a way to score political points. it allows republicans to put democrats in tough spots, bad positions, and then they can use that against them in this very tough election year. take, for instance, this amendment of the so-called viagra for sex offenders proposed by senator coburn. here are both sides of the debate from the senate floor a short time a. >> this amendment would prohibit new health care exchanges from providing coverage from drugs for convicted child molesters an

ed henry is at the white house for us, and there is our brianna keilar. she is pretty busy up there today. brianna, hello to you there. we're trying to keep up with all these news conferences, these meetings that are going on up there. describe the scene. >> reporter: well, there's a lot going on right now, and at this very moment what you have is something called the rules committee, t.j. we've talked about how we don't normally pay attention to this, but we are today because they're laying out the blueprint for this expected vote tomorrow. you know, the house, they have to vote on these senate health care bill. it's this massive thing i showed you last hour. this is what passed on christmas eve in the senate. this is the long bill everyone talks about. and then what you have is the changes that house democrats have written, the changes to this big bill. and the way they are going to set this up, they're making it official today, something we've been talking about for a few days now is this thing called deem and pass. what they would do is basically slap

brianna keilar is at the capitol for us. democrats are in a meeting. you said this is not usually where you would be hanging out, but a lot of eyes are on it today. explain to people why and what's going on as we move forward today. >> reporter: this is the rules committee. they lay out the groundwork for how this vote is going to go tomorrow. we're expecting it to be tomorrow. t.j., there are nine democrats and four republicans, and there are four republicans, so i don't have to tell you who is going to prevail here. this is how it works. whoever is in the majority, they prevail, and we expect what they're going to do, we've been talking all week about their plan for laying out the vote, the house, t.j., has to vote on this right here. it's the senate bill, right? and a lot of house democrats don't like it. they don't like what's in here and it's not just because it's really heavy. what they have done is they have proposed a bunch of changes, right? 153 pages, a little less. and this committee is basically saying we're not just going to vote, not just

brianna keilar on capitol hill. the nastiness is far from over? >> reporter: yes. at this point, what we have on the hill is democrats getting ready, some of them, to go over to the whooite house. some of them are very excited where they are going to see president obama sign this large bill that passed the house. this is the one that's still outstanding. pushing forward into where the senate comes into play now with health care reform, this is the bill they will consider. once this big one is signed into law, this changes bill, this reconciliation bill, the senate will take it up, then debate it and then after that process if there are any changes, it would have to go back to the house to be approved. democrats are telling us they do expect that there will be some changes because republicans are going to throw everything they can at this to propose a lot of amendments and changes they would like to see in this bill that obviously they don't like. we are waiting to see how that plays out, kyra. >> now, we know who yelled baby killer from the floor of the house at ba

brianna keilar, our congressional correspondent in cincinnati, where one congressman may have voted himself out of office, right, brianna? >> reporter: that's right, kyra. behind me, this is downtown cincinnati. this politically is not the problem for congressman steve drieha driehaus. this is the area of his district that trends more democratic. but across town, it's a different story as he tries to sell his "yes" vote on health care reform. we're on the west side of cincinnati. >> this flower shop here is owned by my cousin. >> reporter: following democratic congressman steve driehaus through the neighborhood where he lives one week after he volted for health care reform. >> how you guys doing? >> reporter: talk to some of his constituents at the local chili joint, and it doesn't feel so sweet to be home. what do you think about his vote on health care? >> pretty upsetting. i trusted steve. i voted for steve. and he didn't do what he said he would when he ran for congress. >> reporter: what do you feel like he didn't deliver on? >> i'm -- abortion. >> reporter: ken stinson went to catholi
