brianna keilar is at the white house. what exactly do we know this morning? >> reporter: here is what is new. we know that there is, according to democratic sources in discussions with the white house there will be 300 billion dollars in new spending that the president will be proposing and according to these sources that will be offset by 300 billion in tax cuts. or in cuts, i should say. we know some of the tax cuts already that the president will be proposing. the payroll tax cut rye right now is in effect in part for employees. the president would like to extend that to employers and continue to allow to have employees have that tax cut. also extending unemployment benefits so that the long-term unemployed have additional help. we know education is going to be a priority when he gives his address tomorrow night. there will be money, we are expecting, for techsers who have been laid off to rehire them and money to renovate schools. the idea here is this will be part of that infrastructure spending that the president has been behind as part of a jobs plan t

bre brianna keilar at the white house watching that for us. christine romans, let's break it down and talk specifically about which americans will pay for these cuts. >> well, let's talk about the buffet rule. this millionaire tax increase. by some analysis, you have from millionaires an effective tax rate of about 22%, down from 31% in 1996. so the president would like to raise taxes. the overall tax rate for people who make $1 million or more, that's the buffett rule. taxing them more. he also wants to let the bush era tax cuts expire. that's $800 billion. that would affect couples making $250,000 or more a year, or individuals making $200,000 more a year. he wants to cap itemized deductions. a lot of people will be curious to see if he is talking about the mortgage tax deduction for high earners. there's also in there an interest deduction on municipal bonds that could go away as well. and he wants to close tax loopholes, about $300 billion, oil and gas companies and corporate tax loopholes. now one thing we have been zeroing in on, perhaps

white house correspondent brianna keilar joins us now.ere. >> it's a $3 trillion plan to save $3 trillion, christine, over the course of ten years. that is the broad strokes of what we will hear the president lay out in this rose garden remarks at 10:30 a.m. eastern this morning, and let's look at the diff components erent compo that. $580 billion in spending cuts, but half of the savings, $1.5 trillion over ten years comes from tax increases. on wealthier americans and on corporations and, of course, you know that republicans are not going to be onboard with that. there's also over $1 billion -- pardon me -- over $1 trillion in war savings, which you can also be sure the administration will get criticism from republicans on, because the wars are already going to be winding down, and that's kind of a forgone conclusion as far as those savings, although i should tell you republicans have used those numbers before when they tabulate, for instance, their budget, and also $430 billion in savings from interest. if you don't owe them money, you

let's start in north carolina with white house correspondent brianna keilar.. >> reporter: yeah, we're following the president. and you can tell it's noisy where i am. i'm at n.c. state where the president will speak at about 1:00 p.m. to a crowd of thousands here pushing his jobs plan. his first stop here in north carolina is going to be not too far from here. he'll be touring a manufacturing small business, and the whole point of that is to tout one element and really the biggest element of his jobs plan which is an extension of a payroll tax cut to employers. the idea, the white house says, put more money in their pockets and allow them to hire more people. this is actually one element of his jobs plan that house republicans have indicated they're amenable to. they would be open to it. they talked about really kind of looking at the certain parts that they have commonround with on the president. perhaps breaking off that piece and passing it. we heard yesterday from the white house, from white house press secretary jay carney, that the president wouldn't ve

brianna keilar at the white house.ianna, set the stage for us. >> reporter: this is a huge day when it comes to teachers, students, parents who have kids in public schools all across the united states because president obama and education secretary arne duncan are going to announce sweeping changes to president bush's no child left behind policy that effectively ends this initiative. just to set the stage and remind people what this policy was, it's a nine-year-old policy implemented in 2002. the goal was to end the achievement gap. critics said it hasn't worked. that was a test score-based remedy was the idea, that schools would have to perform to a certain standard, would have to get kids proficient in reading and math with a cutoff date of 2014 and then after that there would have been consequences for schools that were under performing, consequences that could include firing teachers. so some critics, a lot of critics, especially at the state level have said this is a one size fits all thing, that it hasn't worked

brianna keilar live at the white house. how careful do you think the administration is being in trying to achieve the right balance here? >> overall in the actions the administrations have taken over months, you could argue that they tried to have a balance there. but if you look, kyra, at the president's actions in new york, what we're expecting him to say before the u.n. general assembly today, if you look at those things in isolation, this is not walking a very fine line. this is the president coming down firmly on the side of israel to say that this is not the venue for the palestinians to seek statehood and it's also the president coming down firmly on the side of a very important democratic voting and donor block. that, of course, being jewish americans and he has a lot of ground to make up here because he's made this community unhappy with some of his actions. you had in may, he called for the pre-1967 borders of israel to be the starting point for negotiation business between palestinians and israelis and angered ma

brianna keilar is at the white house. what are we learning? >> reporter: the number has changed since we spoke yesterday, according to democratic sources familiar with the president's speech. it's a 400 billion dollar jobs plan right now that is a working number and the big chunks of it are that payroll tax extension, as you know, a lot of employees getting a break on their payroll taxes. that would continue to be extended to employers. you can expect that from the president tonight. the big chunk as we are understanding a working number of 100 billion dollars in infrastructure spending. other things we expect the president to talk about in this plan will include aid to states and also incentives to hire people who are chroniclely unemployed like the elderly and like u.s. veterans. what we are hearing from the white house this morning is this sense of they are delivering actual legislation to congress. it's almost as if they are saying to congress, okay, you know, the ball is in your court at this point. listen to what jay carney said this mor

let's go to brianna keilar covering the white house for you. brianna, two words, right? tax increase. >> reporter: tax increases. brooke, i hope you can hear me okay. i will tell you the sound you're hearing is the sound of people at work soy guess it's all sort of in line with what we're talking about. the proposal for paying for the president's jobs plan, tax increases, limit aring deductions, those itemized deductions that wealthier americans take, and we're talking about people who as individuals earn $200,000 or more, families who earn $250,000 or month. they would see their taxes increase if they do use those itemized deductions when they file their taxes. this would raise the bulk of the funds to pay for the president's jobs plan. but you'll also see in his proposals for tax increases things that would affect hedge fund managers, oil and gas companies and also corporate jet owners. those may sound familiar. we have heard the white house talk about those before during that debt ceiling battle, brooke. >> what about the other big one, if you can hopefully still hear

we asked our white house correspondent, brianna keilar, to take a closer look. what did you find out? >> you're paying for it, i'm paying for it, taxpayers for the most part are paying for it, wolf. as you know it's standard practice for presidents, democratic and republican, to be fair to go on what are freed predominantly fund-raising trips on the taxpayer's dime rather than having their campaign pay for it. why? there's a formula. some official white house business on the trip and that means the president's election campaign and the party pay very little of the cost. on the president's three-day western swing he fielded questions at a town hall meeting in northern california and visited a high school in denver. two official events to promote his jobs plan. compare that to the seven fund-raisers he headlined on the trip. he raised at least $7.5 million for his re-election coffers and the democratic national committee. and you, the taxpayer, are footing the bill for most of the trip, which also costs millions of dollars. pete sep with the national taxpayers uni
