at stake for the president right now. >> let's get started first with our white house koesht, brianna keilarianna, tell us what is the main thing we expect to hear from the president at the start of the news conference. >> he'll be talking about jobs, suzanne. he'll urge congress to pass its jobs bill in its entirety and he'll be commending the senate on taking action. last night, senate democrats introduced a bill that is very similar to what the president proposed in substance with the change on how the president's jobs plan is paid for. it includes what's called a millionaire's surtax. that's what it's being called by democrats. and it's something that would tax the earnings over $1 million of americans obviously earning quite a bit of money at a rate of 5.6% more than is already taxed. so it's very likely that president obama is going to issue a full throated endorsement of that. this paves the way, suzanne. we know the president's advisers said they wanted to create a unified front when it comes to jobs and this paves the way for them to do that, to have congressional democrats in the w

brianna keilar at the white house. about the meeting with senate democrats this hour. >> reporter: they'll meet with top senate democrats, kyra. senate majority leader harry reid as well as dick durbin and other senators in the democratic leadership and talking about the strategy moving forward on the jobs bill. the senate will be taking this up next week. right now they're expected to vote on it on tuesday, and what we've seen here in the last couple of days, the white house and congressional democrats, i should tell you there's actually a protest -- that's what you hear, just you know that's what's going on outside the white house right now, but we've seen them poised to make an argument as they come to agreement on this millionaire's surtax that would increase taxes only on people earning $1 million or more, that they're sort of trying to create this united front, because republicans generally oppose this bill, especially the way it's paid for, kyra, and will make the argument, if you're not voting for this bill wit

christine romans is crunching the numbers and brianna keilar looking at the politics of the equation. just give us the nuts and bolts of the plan. >> sure, okay, two different proposals that are sped up here. under health care reform there was student loan reform and the president wants to push up the start date to next year. originally planned for 2014 and now it will be graduates for 2012, kyra. they'll be able to do a couple of things. one is what you pay for your student loans will only be 10% of your discretionary income. you won't be going broke every month paying for your loans. also, speeds up your loan forgiveness. after 20 years, whatever balance is left on those loans, if you faithfully made your payments, it will forgive the rest of those loans. also, the second program allows current graduates to have a bunch of different kind of federal loans to consolidate them together and for a limited time get a lower interest rate. the white house is hoping that will allow people freeing up for money for right now are buried under a bunch of student debt. two points i want to make.

brianna keilar is live at the white house. brianna, this is supposed to help with the crushing cost the college education. something they attempted to health care reform. the congress actually passed. now the president wants to move up the day all that was supposed to start. tell us about that. >> reporter: what it does, speeds up changes to a program, an income-based college loan repayment program, that is already in place. those changes were supposed to take effect in 2014. this plan that the president will be trumpeting today at the university of colorado, that will -- those changes will now take effect in 2012. so what does it do? well, it would reduce the amount of money, of the monthly payment that student has to pay. the 10% of their income. reducing it to 10% from 15%. and then after 20 years of repaying a loan, that debt would be forgiven. so that this wouldn't go on for decades and decades. the other part of this plan is that there are some students who have different kinds of federal loans. they have two or more kind

let's it turn to brianna keilar. doing about this and what are the politics behind it? >> reporter: you could argue there are politics behind it. it's certainly part of a message the president is pushing. you've heard him say a lot lately, we can't wait, as he puts out executive orders this one he did today, compelling the fda to deal with this drug shortage. he signed three executive orders last week in addition to this one today, one on jobs last week. but they've been on different things, student loans, housing. we saw one several weeks ago on no child left behind. and the argument that you see the president and the white house putting out is that congress either isn't acting or isn't acting fast enough so he is taking unilateral action. i have to tell you on this particular one with the fda, this is something that democrats and republicans on the hill had been working on for the last several months and it certainly did surprise at least some republicans on the hill. they say, i heard from one source, they had ass

. >> let's go to brianna keilar. the president acknowledged that americans are very frustrated right now. >> he did, but he also deflected any suggestion that they are frustrated with him, instead pointing the finger at congress and specifically house republicans. he's been going out on the road trying to chang that frustration and he was pressed a lot by reporters who sort of questioned this campaign style method that he's been taking rather than negotiating on areas of agreement with house republicans and wolf, he said that all he can do is make the best arguments and emotionalize the american people. >> election is 13, 14 months away. i would love nothing more than to not have to be out there campaigning because we were seeing constructive action here in congress. that's my goal. that's what i'm looking for. but i'm also dealing with a republican majority leader who said his number one goal was to beat me. not put americans back to work. not grow the economy. not help small businesses expand. but to defeat me. >>

let's get perspective from our white house correspondent, brianna keilar. senator reid says a millionaire tax. the president wants his jobs bill. the house said it won't bring this up. the republican house said they're not going to bring up the president's plan. now the senate democrats are changing it in i away that makes it unpalatable there. what did the president say? >> reporter: i asked him today in the oval office during a meeting with the president of honduras, if he endorses senator reid's so-called millionaire's surtax and in fact, reporters asked him three different times and he didn't take the opportunity to endorse it. we heard today the white house press secretary jay carney making positive sounds about this idea but there's really no endorsement yet. here's why, it's really an issue of timing. one white house official that i spoke with said, when you look at the president's proposal for how to pay for his jobs plan, the tax increases there kick in in 2013. democratic aides on the hill tell cnn that reid's proposal would kick in in 2012. just

brianna keilar at the white house.ver, carol reeshgs voosigned, headin guaranteed loan program for companies like solyndra, very much embattled. he testified before congress recently and, of course, on this lender controversy, solyndra right now under investigation by the fbi to see if there was perhaps an accounting fraud there. solyndra filed for bankruptcy in august leaving taxpayers on the hook for the loan that it had received from the federal government, $500 million. but, you know, the department of energy, the secretary, steven chu making the point this was already in the works and there isn't a cause you can draw from the controversy. let's take a look at the timeline so we know how the loans went and had he came onboard. the final loan approval for solyndra was actually in september of 2009. silver wasn't appointed until november later that year, and it was may 2010 when president obama went to visit solyndra to promote renewable energy. february 2011. this was when silver was in this position, and the loan f

our white house correspondent brianna keilar's fact checking the story for us. there's enough concern about this discrepancy that the flint, michigan police department which gave the statistic to the vice president's swofs he used in remarks that they're doing a very thorough review, the mayor of flint tells me. let me explain how this controversy happened. vice president biden was in flint, michigan, october 12th, a high crime area, and an area where a significant part of the police department has -- is gone now, has been pllaid off. he was touting president obama's jobs plan, give month toyota in states to re-hire or retain because of police officers laid off because of budget cuts and here what happens the vice president said. >> 2008 when flint had 265 sworn officers on the police force there were 35 murders and 91 rapes in this city. in 2010, when flint had only 144 police officers, the murder rate climbed to 65, and rapes, to pick two categories climbed to 229. in 2011 you now only have 125 shields. god only knows what the numbers will be this year for fli

let's go to white house correspondent brianna keilar. maybe she'll have insight, maybe speculation. be talking about the middle east peace process? have you heard anything, brianna? >> reporter: it it's a private meeting, but we do know they'll be discussing a range of issues, what a white house official tells me. yes he, expect them to discuss the middle east. mr blair is the envoy for the quarter group of nations trying to make peace process between israel and palestinians, last week failed to hit the mark they were aiming for, which was reviving direct talks. mr. blair was involved in separate talks with the israelis and palestinians in jer use legal. that was certainly a setback. between that and the arab spring and the implications it it has for mideast peace, mr. blair and the president have a lot to talk about. >> he's also signing an executive order to help the economy. what's that for? >> reporter: this one has to do with prescription drugs. he's able to go around convict gegsal action. it it would compel the fda -- pardon me. that's the sound of jobs at the white house. i'
