julie carey is in bristow with more. >> reporter: on top of the criminal investigation, county workers place that violation order on the front door today citing the homeowner for failing to get the proper permit for running a home business. she is out of the country and now two of her employees are at the center of the ongoing investigation. prince william county detectives interviewing neighbors today outside the unlicensed daycare home where a three month old girl died yesterday. her two caregivers were arrested and charged with five counts of child endangerment after police discovered 23 children in the home with just two adults. six under the anyone of one. will this next door neighbor said he always feared something bad would happen as he watched children playing unsupervised. >> you see so many kids coming, you don't see enough people. it's a time bomb kicking. >> reporter: the child endangerment charges stem only from the fact that the women were caring for section children under the age of one. the baby who died, there were no obvious signs of trauma. the medical examiner is aw

the bristow woman originally faced child negligent charges but pleaded guilty to a couple misdemeanor charges. >>> disturbing new details about exactly what fairfax county police found last week inside a vacant home in alexandria. 9news now obtained the search warrant and learned they found an explosive device which had similarities to the kinds of bombs used by terrorists overseas. it was about 12 inches by 8 inches long with 12 red sill lynn cal -- sill behind cal devices inside. a cleaning crew found the device after being sent to the house by a realtor. so far no one has been charged. >>> just about 5:05 now. the maryland state senate has preliminary approval to a new antismoking bill. it would make it illegal to smoke if there's a child under 8 years old in the vehicle while you're driving. supporters say secondhand smoke is harmful to children of all ages. she also say it will be easy for police to monitor this because children under 8 are supposed to be in a car seat. opponents say this is too much government intrusion into your personal space. >>> 5:05. time for the latest you

wisdom martin live in bristow with the story. >> reporter: the latest is that we did see a person takenfrom the home in the back of a police car, but police tell us at this point no one has been arrested or charged and they did not identify the person who was in the back of that car. meanwhile sources are telling us at least 20 children were inside this home behind me, a home many neighbors say they thought was a home daycare. the problem is police say the people who live here didn't have a license to run a daycare. at 12:42 p.m. police got a call about an unresponsive infant at this house on sapphire ridge place. the caller told police a 3- month-old infant girl was unconscious. investigators found the infant in a crib and took her to the hospital where she was pronounced dead. we spoke with one neighbor who wanted to remain anonymous. >> i was devastated basis have two young children -- because i have two young children and you trust somebody is going to look after them and to find out something's happened is very sad. >> reporter: at this point police say there are no signs of foul p
