brooks texas the county there is now in crisis. heidi zhou-castro reports. >> reporter: it is the start of summer in brooks county, texas, beneath the sun three young men are following a direction they believe is north they keep their distance from the road, but when they see us pull over, a need draws them to us they beg us for be water. he says he's 20 and from mexico. they started as a group of 12 he says but were separated when everyone fled at the border patrol. they paid to guide them these three are [ spanish [ n >> i ask him how they're surviving, he says with a little water and beef jerky they eat and drink as little as they can. >> do we have any more water? >> i don't think so. >> reporter: without water and still another 18 miles ahead of them these three risk becoming part of a dire statistic. this year, brooks county sheriff's office has recovered 27 bodies, two more than when we were here last year. despite border patrol's report of a 30% drop in apprehensions the desperation continues. this morning a deputy chased a

county. we're coming to you live from valley brook road in chester heights this morning where you can see a tree fell during the height of the storm last night. fell across this road. half of it has been cleared. only one lane gets through here. i have seen a lot of cars coming will very fast around that corner, and had to slam on the brakes to make their way around. you can see what is causing problems this morning. it is not just clearing damage but these trees have fallen own power lines. we have major power on it ages in this area peco says more than 90,000 customers here in delaware county alone are in the dark this morning. they warned, that it may be until friday, until all of the power is restored, especially in these hardest hit areas. i want you to take a look at the video just down the street, around the corner on louelan road we found this huge tree, century's old where we have been 250 years old came crashing down on the home last night. we are told a man was at home at the time and had to be helped out of his home and taken to the hospital for evaluation last night and there are si

county leaders say help is on the way to concord township, brooks haven and ashton. the emergency declaration takes place. >> bottom line for the declaration is this. the county is on record that there is damages and those municipalities at this point that have been affected by it can go back because the fema will assess what those damages are. >> reporter: county leaders spoke with the heads of impact and communities as you look live at the power outages and the power line thats down because of the trees on the route one southbound closed. county officials work to get help to the affected areas in the county they reached out to governor wolf's office again to try to secure some of that funding for the cleanup efforts. the big question when will this be cleaned up? the penndot organization says it's up to peco and peco says it's still not clear when they can get crews here to deal with power lines because they're calling in 500 extra crew members from places like west virginia, kentucky and new york to help get power restored and they say power could be restored by f

nbc 10 went back to hard-hit delaware county today, two days after the severe storms left their mark on that community. nbc 10's drew smith live in brook haven. >> how are power crews making out ahead of this next batch of wet weather? >> reporter: they are making steady progress. we just heard from delaware county they are sticking by their estimate that power will be back on for most everybody by late friday night. you can see we are on one of the six roads that are still closed. a road block up here. a lot of the trees that fell tuesday night still lying exactly where they fell during the storm. that's because the power company hasn't gotten out here. the major problem you can see right down there, a tree fell on some power lines, laying there, being held up like a bungee cord. the work just seems to be endless from clearing small brush to the heavy duty tree trunks. people are doing their best to clean up yards while utility crews continue their round the clock mission to clear streets and restore power. >> they have really done a yeoman's job. they are putting people on as you can see by thousands every hour. >> reporter: at ed's
