reporter: i'm scott broom in southeast washington where d.c. school officials say a number of security policies were broken leading up to anus dent here at ketcham elementary. the -- an incident here at ketcham elementary. the school system said a student issuing an adult visitor is not approved. this incident has highlighted a need to take immediate short and long term action to prove procedures in protocol around school security the statement said. school officials say the suspect spoke with an adult aide at the school about picking up a student. the aide recognized the man and assigned a girl to lead him to a classroom where she claims he inappropriately touched her. the school's statement says at all times security should be present at the school's entrance and now is the time to do an overview of security policy. parents were notified about all this by a robocall, but school officials have denied my requests for an interview and to go inside the school and see security systems in place. instead they're asking me and you to take their word

scott broom is live at police headquarters with the details. all right scotty, who is it and what is going on? >> all right, this is district 7 council member of prince georges county. according to a police source this afternoon. she was caught going 105 miles an hour in a 55 zone on the capital beltway back on february 22. right around branch avenue and believe it or not, at 50 miles an hour over the speed limit, she was issued only a warning, according to police. she was spotted by an officer in a marked patrol car on the beltway and pulled over in an official statement, police say she was written a ticket for an unsafe lane change and only a written warning for excessive speed. now reported to be 105 miles per hour. police say the issuing is consistent with the typical discretion applied by police officers dealing with speeding motorists. now police say there is video of this incident that was taken by an in car camera by a police vehicle. they are not going to release that video because it's part of a pending district court traffic case. so

scott broom has more on the inspector accused of shaking down a wheaton restaurant owner to make some violations go away. >> reporter: according to court documents, montgomery county liquor inspector carlos grajada was under surveillance not once, but twice when he allegedly took cash from the owner of the matamoros restaurant in wheaton. the owner called police last month after grajada allegedly offered to erase two violation warnings and give advance warning of future inspections in exchange for $1,000. police were watching when grajada arrived in a county car january 30th and allegedly took his first $500 payment. then thursday detectives were there again and busted grajada after he left the restaurant. in his pocket $500 in cash marked by police. >> from surveillance conducted by detectives it appears that he was driving a county vehicle and was on duty at the time. detectives are now working to determine if there are additional victims. >> reporter: with at least 40 latino owned establishments in wheaton alone, grajada may have had fertile ground. his picture appeared in his agen
