david watson. howard county police got him last night after six-day man manhunt. >> investigators will release new information this morning at the howard county police headquarters. in the meantime annie yu is live there with what we know now how police found him. it doesn't seem like he got very far. annie, good morning. >> reporter: right, steve and allison. good morning to you. he didn't get very far, and i can tell you there's a big sigh of relief here at howard county police headquarters. we are told that he was taken into custody late last night around 9:40. again a big sigh of relief. we have video of a lot of the search efforts that went into the day yesterday it was a 12-hour day for a lot of the local law enforcement agencies as well as the fbi and police say it all started with a tip on wednesday morning from a local worker who spotted watson near a railroad tracks of course they have been searching for days but this tip really revamped that search evident. the search really took place not far from clifton t perkins psychiatric hospital where he escape police custody as he was being transported last friday. we have been spending days there watson was found hiding a few hundred yards from where the tipster spotted him off of dorsey run road near those tracks. and howard county police tactical team made the discovery found watson laying inside a small drainage pipe about excuse me and also found packing materials inside. we're told that he was wearing a white hard hat and safety vest when he was found which police say he stole from a nearby storage building. and this pipe that he was hiding in is where police and fbi say they had previously checked earlier in the day but officers recheck it hours later using night vision equipment. he surrendered tape into custody in good condition, of course, watson was serving a sentence of over 100 years for tempted murder here in delaware but also facing charges here in maryland for attempted murder as well. again, he is in the custody of howard county police and in just a few around 9:30 we're expected to get a briefing from police here at howard county police headquarters and so hope fell we'll learn more repeal it's the best we think we can get out of the house. we're willing to support it and then keep working for full repeal. >> as you might imagine democrats not happy with the new plan much house they're called fidget spinners, and they were allegedly made to help kids focus especially students with adhd. but as kids demand them teachers are saying enough is enough. just much like how i feel need the second happened to get it started sipping. but if you don't have kids you probably never even heard of the fidget spinner. but if y recently been dragged to toy store or 7eleven to purchase this latest must have gadget. what exactly are they? well, simplest form here. fidget spinners made from plastic or metal with a bearing in the center and several prongs that spin around it. so he what's the point? mind less play. while you sit. that's it. you actually may be surprised to know that they've been around for years. but for some reason according to google trends online searches for fidget spinners, it began spiking in april. the inventor of the device cannot even explain the surge in interest. the devices are being marked as a from everything from stress and adhd to anxiety and autism. the basic claim is that spinning the toy in one's happened helps increase focus. but as so often the case, there's little science to actually backs these claims up. parents are becoming increasingly worried about their children's constant use of them and teachers are so annoyed they're students using them some schools have toy. here's what we really know about the gadgets and attention. no one ever studied the impact of fidget spinners specifically on mental health or cognitive functioning, and even related research isn't that promising and one clinical psychologist wept so far to conjecture using the device would serve more as a distract for those with adhd than a tool to help them focus more. moreover there's little proof that fid jetting devices would be useful on the stress relief front either. interestingly, though, the inventor of the device catherine het tin injury told money magazine the fidget spinners were conceived as a way to keep kids out of trouble. doesn't have anything to do with mental health aid. for you parents that are worried about the fidget spinners under mining the learning process, note this. there is very compelling evidence that constantly checking for messages and updates significantly interferes with your child's ability to concentrate which in turn impairs learning. so might be bette use than their fidget spinner use. >> how about that? which one is worse? exactly. >> as far as the use i'm going to go with the person who cr created them as to what they would be used for. >> a little note on that she was in israel and was inspired to come up with this because kids were throwing rocks at police officers and she thought if they had something else in their hand they wouldn't do that and it were keep them out of eight this point lawrence connell and they let him have it basically. these were people who said when they hear their dirty storage areas that are supposed to be sterile, there's dirty equipment and a shortage of surgical supplies that's just not acceptable. here now the director and before him some of the people who were complaining last night at this town hall. >> this is what he put over my husband's port on his arm. i mean -- this is just unbelievable. you don't do this to veterans. >> in addition to removing the former medical center director, three d.c. va medical for acquisition, storage and distribution of inventory have received proposd removals. >> reporter: so you see there have been some jobs lost. the top person here at the va hospital has been changed. mr. connell now the acting director. he said to the town hall last night the people gathered that no patients were harmed despite some of the examples that he heard. but, again, just more outrage here at the va which is suffered a black eye for a number of years now and this most recent complaint a string of them found to be true by the inspector general here, guys, at the va. so there's more to come obviously but >> well, currently the mood is very tense. last semester we had similar situation happen young black woman had bananas thrown at her by her floor mates. it happened again with a second time and we're left without any answers and there's no transparency between the administration and student body. >> has this been on going issue as far as the mood on campus. >> definitely. people say i can't believe this happens at au. things like this, yorks want to say all the time but jenna it happen last semester. with the university failed to is give us real solutions. i mean we have a lot of town halls and conversations which are great but i mean that's not really a solution. >> in fact we have seen students walk out of one of those meetings. why? >> what are you not getting? >> well one thing students feel like they're not being heard. a group of made a list of demands and the school's provost agreed to have meeting with them at 10am and that meeting was so we feel as if our the things we weren't heard not being heard and the they continue to want us to have conversations that are repetitive. >> meeting was canceled and the students were told to do what instead? bruce bittles. bruce, apple is what it is. it's a juggernaut. it missed on a few key metrics yesterday. what the american public is interested in beyond investment part, quarter of a trillion dollars, what do they do with that? why do they hold on to that much money? >> stock buybacks have been very important to the entire bull market. that money being repatriated overseas if tax bill or tax reform goes through, it could be very critical to the buyback program going on again. there has been a lull in that the first few months of this year. i think that will ratchet up pretty sharply if we get tax reform. charles: are you a fan or not? are you critical of companies buying back their own stock? >> no. the problem with companies buying back their own stock, they don't have anything else to do with the money. charles: they always haveing to do, right? they're making a calculated decision. is it low-hanging fruit for apple to borrow $100 billion at almost 0% interest, rewarded the shareholders, rather than making economic gambles like building new factories particularly here in america? >> if you build a sustainable economy you don't build it on buybacks but capital spending that lead to productivity gains and that leads to employment. that is how you have stable advance in the economy. charles: that gets us back to policy, federal policy, fiscal policy from the white house. the ability to get more regulations off the table and get these lower tax rates. >> we've seen monetary policy doesn't really work. it is not a very good tool for fixing structural problems in the economy. fiscal policy, on the other hand is really what you want to see. that is lacking the past eight years. charles: to your point, feels like the fed almost admitted as much, whether here or there, bernie sanders and janet yellen. seems like in the past they blamed obama for not doing his part. for underscoring the fact it wasn't a magic bullet. it did not create a virtuous cycle. >> it was counterproductive what the previous administration was doing. they were anti-business. they were contrary to what monetary policy was. you had gridlock. that is why the economy sat there for six years growing at 1.8%. charles: bruceing though. i like some of the numbers what i'm seeing. like what i'm hearing for ceos. i like soft and hard data. i say to people, remember the old debate, businesses aren't people? i say they're not people but they're organism ins, right? they to grow, expand and dominate. that is the natural state of business. so the idea that hillary clinton lost to a degree we still get back to the natural state of business where they do want to expand. they want to take market share. that could create economic growth. >> you saw what happened after the election. sentiments turned and seared to the upside not only for consumers but small businesses and ceos. there was global expansion in bullish sentiment. bullish sentiment typically precedes growth. that is why you see in the first quarter results. you saw cap-ex spending jump 9.7%. we haven't seen that since 2013 f that continues, the economy is on the right path. charles: then sprinkle in maybe a few victories for the white house on taxes. >> r
