our bruce johnson has the details. >> reporter: no one is disputing that the speed cameras have us all slowing down when we know that they're there, like on 295 in southeast. what is in dispute is whether the d.c. government now depends on the revenue from these cameras to pay its bills. >> already people are frustrated that they're getting tickets, sometimes two or three tickets even before they knew this area was speed camera controlled. >> we found which most people have thought that the fines were set at a level as they were simply as a way to raise revenue. >> reporter: more cameras are on the way. tommy wells introduced a bill with mary cheh and marion barry as cosponsors that limits the maximum ticket fines to $50. that's a third of the current highest speeding ticket. >> this is where it should be. this should not be part of the ability of the city to increase finances just to close the budget deficit. >> reporter: under the new bill, drivers cannot be fined more than $50 for speeding up to 20 miles per hour over the limit or blocking the n box or failure to stop before making
