we are joined by representative bruce westerman, a republican of arkansas and chair of the natural resources committee. welcome to the program. guest: good morning. host: you are the chair of the national resources committee, can you talk about your priorities and your goals. guest: we have a lot of work to do and if you look at the jurisdiction of the committee, a lot of that is energy and minerals so energy production and mining, we are going to be a huge part of the work of -- that we do. but we have jurisdiction over federal lands, forestry, and fisheries and indian and insular affairs. we have a full work load not to mention california water, wildlife and fisheries. lots of things will be on our plate. but we had a good run last congress and we got a lot of bills passed and signed into law. we had the explore act which is the first outdoor recreation bill and this was a large bipartisan bill that was so popular that it passed out of committee unanimously. it passed out of the house unanimously and then the senate unanimously and president biden signed it into law. we are excited about o

i spoke with arkansas congressman bruce westerman, a licensed forester, about what what went so wrongn the golden it. >> we put environmental laws in place that have been abound have been weaponized and they're doing more harm for the forest which something we're going to see after this is rain is coming so we'll see erosion and damage to water quality and damage to wildlife habitat. we have to put common sense into the equation. we have to use the science we know, how to manage forests, create defenseable zones and build fire wise communities. policies have made a really bad bed that people in c california having to sleep in right now. maria: what an incredible situation that we still see these fires not fully contained, jonathan, your reaction. >> it's amazing to me that we were talking earlier in the green room that the fires are still going on. we're well over a week. and it's interesting with these recount efforts or recall efforts because you want to think these californians are going to wake up and change course because there's literally no leadership at all on this. you don't

think devin nunes is right on land management practices and the republicans in the house led by bruce westermankansas have led the way in the right kind of land management and water resource management practices through the natural resources committee. we just passed his resiliency -- resilient for forest initiative before the end of the year. those practices would have met the standard devin nunes outlined if implemented by the state of california. there is more to the story which is state and local government zoning and my view they're allowing people to build and create density in areas that are wild and have no business having improved structures in them without complete local fire mitigation. he mentioned fire breaks in his comments but that is an understatement. when you have to have both fire breaks between the wild area and the urban area and remove the brush that's built up during wet periods out in california and that's where the grazing comes in and the use of animal live stock. so this all works together. i would be for conditions if people can find ways to attack federal conditions

so my colleague from arkansas bruce westerman talked about the nepa process. that bridge went down. we needed safe transportation across the river. in 13 months, the federal government and the state of minnesota got it done. the nepa process -- mr. tymon, the nepa process you had mentioned earlier, is a slow, and we know that that historically if that i-35 bridge went through the process, it would be 8 to 10 years before it was built. when you delay projects, mr. tymon, would you say that cost the taxpayers money? mr. tymon: every year there is a delay, absolutely there is an increase in the cost of the project. rep. stauber: so you take my home state of minnesota. when freeze up happens, it's hard to build in december. you can't. so it stops december and it doesn't come -- you can't start building till the may the road restrictions are off. so we've lost 5+ months already. every delay of nepa, the redundancy, the duplication of federal resources and state resources -- i think the states do a very good job of making sure that the laws are followed and that the environment is taken c
