the pressure tests haven't been identified for san bruno. here's a quote from chris johns the president of pg&e. he says while we have made good progress on our records validation, we are not satisfied with the results to date we will review our files for additional pressure test reports. the public utilities commission says they will do that. pg&e also talking about doing more in line inspections. talked a little bit over the past several months about the smart pigs, these cameras that can go into the lines so they are planning on doing more of that as well as more pressure testing and pipeline replacement. specifically, on 150 miles of untested pipeline similar to that in san bruno. they are talking about doing high pressure water tests with that calling it a very aggressive plan. but when you're talking about things like the smart pig situation and these high pressure water tests, those are very expensive. that would include some shutdowns in service for some neighborhoods, pg&e talking about doing that this summer. pg&e may order more te

city officials from san bruno including the minority, city manager are to testify. the ntsb will release thousands of pages pertaining to its investigation. investigators have identified bad welds in the pipeline as a possible factor in the explosion. they say the pipeline was not thoroughly inspected after two appreciate spikes prior to the blast. a final report on a probable cause will take another six months. these type of hearings are unusual. the last one was over ten years ago, also looking into another pipeline explosion. pg&e has already announced it will install remote and automatic shutoff valves in highly populated areas. of course, we'll be following the entire hearing beginning 6 a.m. our time so keep it here on abc 7. >> jenelle, thank you very much. a defense lawyer in the jaycee dugard kidnapping case said fill lynn and napa garrido gave full confessions holding her captive 20 years. lillian kim has details on the plea bargain talks that will allow dugard to avoid testifying about her ordeal. >> investigators have said all along it was nancy garrido

let's go to christin ayers in san bruno this morning. good morning. >> reporter: good morning. you have to think as that vigil happens at 6:11 p.m. tonight the exact minute to the day that all of this happened, six months ago, that residents will be thinking about pg&e and some of the new information that's coming out around critical mistakes that they may have made on that day. some of those mistakes include a botched repair project in milpitas 50 minutes before the blast happened according to newly released documents of the national transportation safety board. the documents question why the utility failed to preplace the pipe under the san bruno neighborhood when it did a big seismic upgrade in the '90s. >>> obviously disappointing to know that there might have been an opportunity to reviewed pipes in the location where the rupture occurred. >> i'm really terrified if i have to go -- i could be out visiting family and have, you know, the house blow up. >> reporter: according to the california public utilities commission, pg&e still hasn't proven that nearly a third of its ga

abc 7's amy hollyfield is live in san bruno with the story.my, i guess when the crew says we're screwed, that tells you something right there. >> and that's what they said, eric, sitting in milpitas as they watch the pressure go up. and for the people of this neighborhood to hear that, they're still trying to piece their lives back together. the street isn't even open yet. it's a lot to deal with. the chronicle is reporting this this morning. it says in a quote, a screwed up repair project at pg&e control station in milpitas caused the pressure levels to increase in the line serving the peninsula. there were a chain of problems because of that repair project and it all culminated in september's explosion that killed eight people. the pressure on the lines jumped and one was quoted as saying, "we've got a major, major problem in milpitas. we've overpressurized the whole peninsula." that's only one major revelation. the others reported in the san jose mercury news. the newspaper obtained a pg&e document from 1992 and it shows that pg&e could hav
