sharon chin is live in san bruno with more. >>> reporter: good morning. bruno issued its first building permit for this devastated neighborhood earlier this week. and we understand that groundbreaking could begin in june. bob hensel apparently got the first building permit on monday almost eight months after the explosion and fire that killed eight people and destroyed 38 homes. the 72-year-old retired firefighter apparently passed a note to san bruno's mayor days after the blast saying he wanted to move back into the neighborhood first. meanwhile, tomorrow we could find out more about whether pg&e customers could be paying for pipelines to be inspected. pg&e started doing high pressure water testing yesterday on pipes in mountain view. in all, the utility plans to test 152 miles of pipeline that didn't have paperwork saying it's safe. the cost $125,000 to $500,000 per mile. pg&e's accusing the puc of delaying and blocking the utility from officially keeping track of its spending for these inspections in a special account. now, tracking the cost is signif

allie rasmus is live in san bruno. this is the first of several homes that are gonna be rebuilt, right, allie? >> that's right. the groundbreaking is scheduled for later today. it will mark the start of construction for the first home in the crest moore neighborhood. it's in this lot, the owners have put up or they've left up their easter decorations and one thing we noticed just below the easter decoration, there are a few bottles of empty champagne because the owners, we're told did have a little bit of a celebration when they finally made the decision and found out that they were gonna be able to rebuild here. now, you talked to the homeowners when they were set on rebuilding. what did did they them you? >> i did. i talked to the man and he passed a note to me saying, i want to be the very first rebuild and i put my hand on his shoulder, i want to be there to cut the ribbon. it will happen at 2:00 today. we're really looking forward to it. >> reporter: we found out that five property owners have decided to rebuild.

there is a scene of an accident right now in san bruno.uthbound 280 ramp to eastbound 380. a couple of cars were involved in this crash. we just took a call from a member of the kcbs phone force, kevin, who tells us traffic is stacked up for about a half mile. you can see it right there from chopper 5. so yeah, traffic is pretty slow right now if you're coming down southbound -- or northbound 280. so thank you for these live chopper shots from san bruno. let's go to our maps. live look at the bay bridge, there was a stall on the upper deck just west of the tunnel. they go go ahead and clear that but traffic was stacking up on the upper deck from the "s" curve towards san francisco. and now they turned the metering lights on so now we have a big backup behind the pay bates extending to the 880 overcrossing so, you know, just your usual stuff through here, now incidents, all lanes re-opened. all the approaches to the bay bridge so far, so good 20 minutes not too bad down the freeway from the carquinez bridge to the maze. and here's live look
