i'm a commander with san bruno police department. i'd like to first off acknowledge the working relationship we've had with the san francisco sheriff's department for decades. as you may or may not be aware, the jail has been a fixture in the community of san bruno for in excess of well over 75 years. if i could echo what chief greg suhr said earlier this afternoon, adjacent to that facility is a bedroom community, it's residential primarily in addition to a community college. having that in mind, any change to that operation or that facility and/or rebuilding or anything down there, there is a potential for an impact to the members of our community as well as that school. therefore, i'd like to formally and respectfully request that the supervisors keep the city of san bruno abreast of the developments of this discussion down the road and months to come. thank you. >> thank you very much, officer. and we definitely will. thank you very much for your patience. next speaker. >>> i'm

"290 million, that should be used towards education, public housing, lunch programs, affordable health care, more jails would equal dark days for the youths of san francisco. "how is there enough money to build a bigger jail when there is barely enough money to keep some of our schools? [speaker not understood]. "i believe we the people could come together to learn ways to help people learn not to come to jail by starting funding programs to me a funder's needs of why they come to jail and address those issues in the first place." donald. well, the fact remains that there is not compensatory space in either san bruno cj5 or in cj2. and to answer the question of supervisor yee, the remainder of beds that exist in county jail number 2 is 93 that exist today, that does not accommodate the remainder delta of a population that would be displaced out of the hall of justice. county jail number 1 is an intake and release facility never designed for us being able to even house inmates in those facilities. in cj5 in our san bruno facility, really is at a point where we still would not be able to accommodate, if we were to displace everybody from county jail number 4, back to cj5 where we distribute them between two different jails. really, what the budget analyst report states and what we feel is affirmed is a facility must be built. the question is where. so, if it dials down to the question of where a facility must be built, in my forecast that means that it's either going to be built in san bruno, which i think that some of the perspective of others would help save us money and just kind of kick the can kind of strateg

reserved for very special projects and it's what we use for san bruno jail and the veterans retrofit. it's what we're proposing to use for this project. and finally, i just want to say before passing to the sheriff is that these are really capital dollars. we have a lot of capital needs. there is some i think misunderstanding that if we don't spend the money to fix up this jail it can then be taken and used for other types of services. the funds are different so it doesn't work that way. we have capital dollars. and again, those are reserved for capital infrastructure needs like replacing the hall of justice. if those dollars are not able to be used for that, they can't just be shifted wholesale over to programming. so, with that, i will -- finally, i would just like to say, i guess reiterating what supervisor kim was saying before, yes, i think everyone agrees that jails 3 and 4 are not an appropriate place, they're not safe, they're not serving -- they're not meeting current needs. i think we all agree we need to replace those and that's part of what we're trying to do is get them r

i know we have clients at san bruno. and, so, our attorneys have to travel back and forth and it's a good 25, 30-minute drive out there at times. and, again, i think important for our attorneys to have access to our clients. and it's also important for the families to have access to the clients. that being said, from the revised forecast based on the 2013 data, the number that they're estimating is between 1,6 26 and 1,7 88 ~ as we have heard. now, if they close county jail 3 and 4 all together, the remaining capacity of the rated jail beds would be 1,53 2. as of today and i checked this morning, ~ they're 1,315 people in custody. so, that's actually 200 less than the capacity of rated jail beds if we close county jail 3 and 4. but even using that higher forecast, san francisco would have to come up with alternatives to house under the moderate number 94 people in custody and at the more conservative number, 256. and, so, i do not believe that this small number justifies building a replacement jail and a $1 billion price

things i said we did look at different alternatives and i know some discussions came up about san bruno and transportation costs. so, in our report -- i don't have it in the slides here -- we actually decided the transportation costs of moving inmates from san bruno to the hall of justice in the security costs and holding cells were significantly high. at this point in time it's not feasible to build extra jail beds at san bruno to accommodate the population. so, there is a replacement jail, what we saw was probably made more sense to build it next to the hall of justice. so, that's sort of a brief summary. we did look a little bit at alternatives to incarceration. i know there will be more discussion later. i think that number of offenders who are in this programs has increased. i think there are still some proposals out there. we estimate that maybe as many as 60 more could be incorporated in terms of reducing the jail population. but we didn't actually include that in our analysis because those are not numbers that are -- the programs haven't been implemented and those aren't known y

this room that county jails 3 and 4 need to come down, but they would replaced with a smaller san bruno type facility. because we cannot get 80% of our rehabilitative or reentry programming which is renowned in many ways to only san francisco, such as our high school, 5 keys charter school, and many of our other programs that have made this department and this city famous, we can't get them in physically in these areas. so, if the goal is to not see them return, meaning prisoners, inmates to return, then i think we are completely undermining and belying what that overall objective is. so, i appreciate the discussion on math. i appreciate the discussion about cost more than ever, because it is an expensive venture. but i don't -- i really do not support the idea that if we out of sight and out of mind this population to the south bay, to san mateo county and san bruno, that that is what i think is a logical fix. and more than happy to answer any questions. thank you. >> thank you, sheriff. i don't know that we have any questions, but mr. strong, do you want to proceed with your -- >> yes
