he is on the ground in brussels. several foreign ministers to read you have been working hard all evening. what is the appetite for deeper sanctions? >> in effect what the foreign ministers did yesterday was kicked the can up to their bosses. the heads of state of the 28 eu countries. they kicked it down the road, the sanctions can. when they get together in brussels. what they did do last night was agreed to expand their blacklist. to extend some of the sanctions they composed last year. specifically once imposed just after the annexation of crimea. these sanctions, in batches. this sanction scale if 10 is the worst and iran is eight or nine russia was a four. now with the expansion of the blacklist, maybe it is 4.25 . there is the potential that if the heads of state 12, they can take it to a six. there is not a huge appetite for that now. but everything keeps changing when it comes to the sanctions. who knows what will happen over the next two weeks. the really exciting story was the greeks. were they going to der

ivan watson is with us live in brussels with the latest.ou know ivan it's been confusing in terms of all the arrests that happened and how many are connected to the raid. we don't know the details of why it happened and what the plot was. we have some details. what can you tell us about the latest the arrests in greece. >> reporter: well first of all, what we know from the belgium authorities, what they are confirming is they say they foiled a plot thursday night, that they said was going to be launched at some imminent moment to attack belgium police. since then and since the shootout that led to the deaths of suspects they say they had taken -- they have charged, now five belgium nationals in belgium with participation with a terrorist organization. three of the suspects are in custody, two have been released on some form of bail presumably. an additional two suspects are charged with the same participation in a terrorist organization. they are belgium nationals caught in france trying to cross the border into italy to give you a sense th

phil black is in brussels.fficials are taking steps to protect a prominent jewish museum there which was the target of an attack last year. some embassies, in fact, in jewish neighborhoods are also seeing heightened security. is -- is this sitting well with belgians? >> reporter: yeah it is. life pretty much is normal here in the capital brussels. apart from those some 300 soldiers paratroopers that have been mobilized and deployed to key sites. both here in the city and in the city of antwerp where there is a sizable jewish population community there. key jewish sites, government sites, institutions relating to the european union. these are locations that the authorities fear still face some sort of terror threat. and that's really what's going on here. they still believe there's a threat. the investigation is still ongoing. and just a short time ago, a key development in that investigation following up on the raids that took place across this country on thursday night. belgian authorities have announced they

they raid happened in the eastern part of the country 80 miles south and east of brussels. [shouting] >> some amateur video of the raid. it's difficult to make out what is happening but shows a building on fire. witnesses describe hearing a series of explosions, then rapid gunfire from the center of a town near a bakery. and police say the suspects immediately opened fire on those security forces. the news is developing now, and rick leventhal has more from paris. what are you hearing rick? >> reporter: well, we're hearing from belgium authorities that police have been ordered to search a dozen locations of men who had just returned from syria. they were told there might be an imminent series of terror attacks, as you mentioned, on a grand scale. so they sent counterterrorism teams into locations, and at this location in the suspects opened fire on police with heavy military style weapons and handguns before authorities returned fire and killed at least two of them and seriously wounded another. no police casualty reported. all this going down just a few hundred feet from t

our phil black joins us now live from brussels. phil this isis terrorist is already believed to have slipped out of belgium. what do we know? >> reporter: yes. he's a 27-year-old belgian national who grew up here in brussels. the investigators believe he's the man directing the terror plot aiming to attack police. this is the plot they broke up with raids across the country on thursday night. they believe he was directing this from athens and so they sent greek police to try to find him. they've not been able to do so. he's evaded capture so far. greek authorities have arrested a 33-year-old algerian man. they believe the investigators here that it could be connected to this spot so he's going to be extradited to belgium as part of the ongoing prosecution of those that have been picked up in the net as police move to break up the terror plot here in belgium. >> phil black for us in brussels. manhunt under way directed by belgium in greece for a man who could be a ringleader of a cell there. we have nick paton walsh on the phone. ni

cnn senior international correspondent ivan watson is in brussels. in belgium and with the authorities, do they have a sense, still, that the threat is imminent and they are standing by waiting to see if any of these cells remain active? >> reporter: they are certainly on alert and we witnessed that here in brussels seeing soldiers members of the armed forces here deploying in brussels guarding outside the jewish museum which is a few blocks from where i am standing right now. reports that troops are being deployed in antwerp as well. that's a sign of how seriously the authorities are taking the threat. as one law enforcement official told me he doesn't believe soldiers and armed soldiers have been deployed on the streets in some 30 years sinister "rick's list" attacks against authorities in belgium. it shows how serious they are taking the threat. the jewish museum notable because last may it was the target of a deadly attack that resulted in the deaths of four people. a french citizen was arrested charged with murder in the attack. a french citizen
