let me acknowledge my co-partisans here eric forest and bryce summary who worked on this with me even though i'm the one doing the talking here. [laughter] okay. the papers on this panel tend to emphasize the dark side of polarization, so i'm just going to start with something a little more positive even though this isn't in our paper. this shows, joel referred to this and alan's written about this in the past, but this shows three indicators over the last several decades, the percentage of people who say they care about who wins the presidential election. the percentage of people who say they see important differences between the two major parties and more pointedly, the percentage of people who correctly respond that the republican party is the more conservative political party. and if you look since the 1970s and '80s, all three of these indicators have increased pretty significantly to the 2012 cycle where tear at or near their -- where they're at or near tear high point. so i think this may be some evidence that the elite polarization in the united states has coincided, maybe hel

bryce covert, who is economic policy editor for thinkprogress and a contributor to the nation.ria defrancesco soto, an msnbc contributor, and professor at the university of texas, and ovick roy, a senior fellow at the manhattan institute and an opinion editor at "forbes." thanks for you all being here. victor, i want to start with you. as we were thinking about this issue of empathy in politics, there really was sort of an outcry when sonia sotomayor was first put up for the court. when she talked about the wise latina position. so talk to me about the role that empathy plays in actual policy making. how does it lead us to good and/or potentially bad policy. >> first of all, it is like we just talked about. walking in somebody else's shoes. it allows you to think beyond your box of, what are the policy options in front of me. i think, though, most interesting, the policy gap itself allows for a wedge to come in. because what we're seeing is a republican party falling short on that empathy gap. so what we're instead going to see is the democratic party filling that gap, and in t

. >> bryce bast chuck with -- and a to follow up on net neutrality. what do you believe is the best way forward in terms of regulating broadband access? >> as i indicated i believe that having numerous conversations both externally with providers and with consumer groups and a number of different folks and i think a live conversation is happening as we go but initially i'm not expecting the marketplaces to change change all that much going forward. i do not see companies that are interested in significantly disrupting the current marketplace and it's in their best interest to serve the consumer and it's in the best interest of consumers as well. i don't see it dramatically changing going forward and i would be reluctant to impose obligations in this space going forward. >> commissioner you mentioned the importance of having factual information. the commission has requirements for annual reports for competition in various industries. it used to be that her many years the commission consistently found that there was competition in these industries. in r
