brynn gingras, cnn, new york. >> despite a curfew in minnesota's twin cities, demonstrators were out again on the streets of minneapolis and st. paul. we'll have the latest after the break. >>> welcome back. i'm michael holmes. you are watching "cnn newsroom." the rage over the death of an african-american man in police custody boiling over across the u.s. in minneapolis, protestors stayed in the streets friday despite an evening curfew. earlier in the day about 1,000 people had peacefully marched along an interstate freeway. in new york city, protestors clashed with police in brooklyn. at least 72 people were arrested including five facing felony charges involving assaults on police officers. and here in atlanta, a chaotic and destructive protest, it began peacefully but later demonstrators smashed windows at the cnn center and at least one police car was set on fire outside our headquarters here. all of this ignited of course by the death of george floyd in minneapolis, the former police officer who pressed his knee on floyd's neck was charged friday with murder and manslaughter. b

cnn's brynn gingras is joining me on this. >> governor cuomo is taking a firm stand on this. this executive order allows business owners to deny entry to a customer from coming into their business if they are not wearing a mask. it is protecting the health of that business owner and that person's business but also from any retribution that could happen if that person was denying customer's entry because of not wearing a mask. i want you to hear more from what the governor said about this exec tiutive order. >> we are talking about reopening stores and places of business. we are giving the store owners the right to say if you are not wearing a mask, you can't come in. that store owner has the right to protect himself. that store owner has the right to protect the other patrons in that store. you don't want to wear a mask, fine, you don't have a right to get into that store if that store owner does not want you to. >> this is cuomo doubling down on something he's been firm about many times before in his news conference and even his twitter handle, healthcare workers wear masks

brynn gingras is in new york.vernor cuomo, conservative throughout, said the number simply isn't declining fast enough to justify reopening. what is he looking for exactly? >> reporter: yeah, well, he's really just laying out some strict criteria, jim, and essentially saying the state may be the last state to actually reopen because he has this strict criteria. essentially we know the numbers, right? there has been more than 2500 cases from the weekend into monday and then there has been more, about 226 deaths, a very sobering number, but it is the lowest that the state has seen in a couple of months. but he has that may 15th date of when the state can reopen, but, listen, he's not setting any dates after that, instead, he's setting this criteria, basically seven different boxes, different parts of the state need to check those boxes really are about testing, about hospital capacity, about the ability to carry enough ppe in case a surge happens again. and once these different areas of the state can check some of t

let's begin with brynn gingras in new york. what's it looking like there the. >> it's a beautiful day, and there's a lot of traffic on the main street in port washington. further down the street, there are boutiques that will be allowed to reopen today with curbside pickup. construction starting, manufacturing. all of part of phase one in the state of new york, and this is welcome news to the area. nassau county in particular, 1 in 20 people filed for unemployment just last month. getting started, getting back to work, this is something people are really wanting at this point. putting it wider on long island, close to 80,000 cases of coronavirus were reported on long island alone. the second highest number next to new york city. so this area, if you put it in that perspective, has gone through a lot. so again, more welcome news to getting to this phase one, possibly phase two in the next two weeks or so. bigger picture looking at the economy, the governor is expected to meet with the president and talk about infrastructure amon

cnn national correspondent brynn gingras is in milford, connecticut. tell us about what it's like. what is it like in the restaurants there, brynn? >> reporter: yeah, brianna, one of the big questions was, were people actually going to come out to eat on this first day? and i've got to tell you, we're at this restaurant here in milford and a lot of people are coming in, and they're following the rules. i want to kind of show you exactly what we're seeing. when you enter, there are people waiting for a table now, but you can see all of the xs on the ground, keeping social distancing in mind, of course. and now there's all these new precautions that the restaurant has to take, like they have to have paper menus, they have to have plastic silverware that's all separated with napkins and then separate condiments, and you also have disinfectant that is all part of the cdc guidelines that this restaurant is following. as we come into their patio, keep in mind, only restaurants can open if they have outdoor space. so, this place is lucky because they have a pretty big outdoor space, even t

let's begin with cnn's brynn gingras. she is live in new rochelle, new york, where it is a new day. brynn? >> reporter: it certainly is, alisyn. really across the country, though, it was hit or miss over this holiday weekend when it came to those safety precautions, wearing masks, keeping social distancing. this as the country is nearing that devastating milestone of 100,000 deaths due to the coronavirus. but here in new rochelle, you're right, it is a new day. officials are saying, be smart, be safe, remember this area is one of the first to shut down in the entire country because of that hot spot. and people here want to look forward, not back. >> reporter: new rochelle, new york, was the state's first coronavirus epicenter. and this morning, it's part of two regions scheduled to begin reopening this week. governor andrew cuomo reminding new yorkers, it's important to stay smart. >> the number goes down until you go out and don't do the ppe and don't do the mask, and then the number will go up. and who's going to determine what happens to the number? the person in the mirror. >> re

brynn gingras has the latest for us. what more do we know and will there be prison time served?>> yes, there will, jim. this is a stunning development as this famous couple, two of the more famous names associated with this case that broke out more than a year ago are pleading guilty and essentially saying, yes, we are going to go to prison. they took plea deals with the u.s. attorney's office in boston, lori loughlin is going to face two years in prison if a judge agrees, in addition to $150,000 fine and other requirements of that plea agreement. her husband, fashion designer mossimo giannulli will face five months in prison and $250,000 fine. mossimo pleading guilty to two charges, while lori loughlin will plead guilty to one. they were both facing each three charges. now this is all going to happen in court at a later date. but, again, another stunning development as they are now the 23rd and 24th parents to plead guilty in this huge case. jim? >> to be clear, two years or two months in prison? >> i'm sorry, did i say two years? two months. >> that would have been enormous. b

brynn gingras joins us now. brynn, where are we seeing this and how big are those jumps expected to be? >> reporter: yeah, i mean, jim, we're primarily seeing the cases going up in the southeast part of the country, in states like alabama where there has been a surge, tennessee, virginia. if you remember, the governor earlier this week was begging its residents to start wearing masks, practice social distancing. remember, many of these states are typically the ones that opened a little bit quicker than the cdc was recommending, making those moves and not really giving time to track the data. 16 states in all seeing an uptick in their numbers of coronavirus cases. on the flip side, states that are seeing the cases go down. there are 24 in new york where i am. we know new york saw the largest number of cases in the entire country, but they're following the cdc guidelines. in new york city we haven't seen any reopening yet because the numbers just aren't there yet, even though the governor said we're getting there v

let's get to cnn's brynn gingras. she's in new rochelle. brynn, folks may not remember, but in the earliest stages of this, that was the epicenter in the new york area. now after all these weeks, it's set to reopen. tell us how that's going. >> reporter: that's right, jim, you guys had the mayor on your show many times during that time about three months ago, and this morning he's telling us that the residents of new rochelle can take special satisfaction in the fact they're now entering this phase 1. it's not just them. there are actually seven counties in this area of the state that are going into that phase 1, the lowest phase of several to reopen, but still significant for an area that has worked so hard to get here. as you talk about places across the country opening too fast, this one put in their time. they are one of the first to shut down. remember, the national guard came into this area where we're standing right now, everything was closed. more than a thousand people were asked to quarantine, all because of an outbreak linked to,

brynn gingras on the ground for us. thank you. >>> with us dr. sanjay gupta. one of the big things we are hearing more news of the vaccines chase. is it a press relief saying this company is making progress or is it real progress? >> i think some of it is real progress. these are developments under any circumstances that we would not be reporting under your program because it is so early and preliminary. one of the things that's worth talking about is the fact that if you look at the different types of trials that are happening around the world and there are four in the united states, you can see the list of trials that are happening around the world. these are different platforms of vaccines. typically you think i am going to give a little bit of the virus to somebody and they're going to build the antibody response, they're essentially going to be vaccinated. when you look at these vaccine trials, you are talking about putting a blueprint of part of the virus into the body and let the body do everything else. it generates the blueprint over and over again an

brynn gingras joins us this morning with a little bit moran where things stand right now. good morning. >> good morning to you. yeah, listen, there is a majority of the states that are on good footing right now. the numbers are seeing a decline. let's first talk about the cases where they're going up. those states primarily, 16 of them, they're mostly in the southeast part of the country. we talk about kentucky, we talk about alabama, those states are seeing significant surges in the number of cases that they're seeing, just earlier this week, another state, virginia, the governor was pleading to its residents to wear masks. there are a number of states also, though, that are holding steady at this point. ten in all. and then as far as the decreasing, 24 states are seeing those numbers of cases going down. new york, where i am now. one of them. now, remember, new york was the epicenter of this all. their cases were the highest in the country, but they are among the states that really were listening to the cdc guidelines that were laid out about the reopening, making sure i
