cnn's brynn gingras is live at a new york city school where the mask questions seems to have been settlede is stretching from coast to coast. >> reporter: yeah, kate, listen, the mask debate has been going on since the beginning of pandemic and now it is going into the schools as we start heading into the fall and kids going back into school. in california that was an about face because they said everyone needs to wear a mask when they return to school and then there was a lot of criticism going on there. so now they're letting school districts decide. and that is what a lot of states are actually doing. letting individual school districts decide what is best for their students in their communities. new jersey and new york being one of them. but then will are sharp states taking a strong force against not wearing masks at all, making sure there is no mandate. seven states right now saying so. texas, utah, saying that school districts, no one could tell a student to wear a mask in school. that is something that they may see an increase in cases when students actually -- have a full return

brynn gingras reports. >> reporter: two extremist groups surfacing this holiday weekend. >> we are onstandoff in massachusetts between anti-government group and police and a white nationalist hate group marching in the streets of philadelphia. >> they posed a real threat to everyone in our community. >> reporter: in massachusetts, 11 men including a 17-year-old facing several firearms-related charges. >> everyone remain calm. >> reporter: state police there stumbled upon the group early saturday morning. the men were on the side of the road refueling their trucks with gasoline from canisters they carried with them. many were wearing full tactical dee gear and they were armed. a standoff unfolded shutting down the highway and forcing nearby neighborhoods into a shelter-in-place situation. >> you can imagine 11 armed individuals standing with long guns slung on an interstate highway at 2:00 in the morning certainly raises concerns and is not consistent with the firearms laws that we have here in massachusetts. >> reporter: in live streams posted online, a member identified their group a

cnn's brynn gingras is joining me with the details on this. >> reporter: there's a fifth person of iranianalifornia. she's already been arrested. she's the only one so far of all five. she has pleaded not guilty to the charges she faces. like you said, those four men, iranian intelligence agents essentially part of this plot according to the united states attorneys in the southern district of new york. they allege that this really started in 2018 when the iranian government went to the family members living in iran of this american journalist and tried to pay them to lure her out of the country and back to iran. when that plan didn't work, it picked back up in 2020 according to this indictment where these iranian intelligence officers hired an american private investigator under a guise that they basically were trying to find someone who owed debts and asked that person to get all of the surveillance, the photographs they could, not only on this journalist, but of her family, of strangers visiting her home, traces all around her brooklyn area where she lived. in addition to that, according
