destroying a parklet along union street in buchanan. crews were busy removing the tree right there in front of the blue light for several hours this afternoon. it is just some of the damage left behind from the storm so far. new at 11 lawmakers have announced a new bipartisan bill to reduce flood risk by improving the forecasting of atmospheric rivers. the bill was brought by california senator alex padilla and alaska senator lisa murkowski. it would require the national oceanic and atmospheric river administration to establish a forecast improvement program. atmospheric rivers caused more than 80% of flood damage across the west by the year 2090. these systems are expected to cause as much as $3 billion in damages every year. power being restored around the bay area after thousands of outages from the storm tonight. pg and e says it has fewer than 10,000 outages. that's about half of what we saw earlier tonight as we bring in the bay area outage map. the peninsula continues to bear the brunt here, with more than 4600 customers affected
