here's a democratic commissioner in bucks county explaining her decision. >> i think we all know thatdent by a court doesn't matter anymore in this country and people violate laws any time they want. so for me, if i violate this law, it's because i want a court to pay attention to it and there is nothing more important than counting votes. >> reporter: there's been a flurry of lawsuits. republican dave mccormick's campaign and republican national committee are asking the state supreme court to affirm its rulings. democratic senator bob casey's campaign argues the high court should not intervene to allow counties to make their own decisions. casey has not conceded even though the associated press called the race on november 7th saying the outstanding ballots would not be enough for him to overtake mccormick. mccormick leads casey by 20,000 votes. the margin falls within half a percentage points, under which state law triggers a recount. mccormick's team says senator-elect mccormick's lead is insurmountable which the ap made clear in calling the race. a recount would be a waste of time
