i look forward to discussing the legislation when it comes before the budget and finance committee on october 8th. i also want to thank supervisors kim, mar and avalos for their co-sportsmanship -- sponsorship of this legislation. the last item that i have is an item that i am introducing, it's a resolution. i want to thank supervisor wiener for his cosponsorship. on july 2012, the food and drug administration approved the first drug preventing the sexual transmission of hiv. prep. which is short for preexposure profile axis is a prevention strategy in which hiv negative people take the medication to reduce the risk of becoming infected. medical research trials show that if a patient add hears to a daily pill regiment similar to the taking of a birth control pill, prep can nearly eliminate the risk of contracting hiv. if widely implemented, prep could be the game changer that we need to effectively fight hiv. we in san francisco have led the way in hiv treatment for so many years and even though we have accomplished much in the last 5 years, we still had 2066 people in san francisco n

request supervisor avalos, supervisor yee and supervisor mar we look forward to having a robust discussion thank you budget and finance committeebout the right level of investment in those kids. we recognize we in san francisco where are not alone in trying to do something about this issue. we are grateful that there is discussions by state governor jerry brown have appropriated money for the legal services who are part of the rocket docket, however, those if i understand will be $3 million statewide and we anticipate only a small fraction will be sent to the san francisco bay area. we acknowledge that attorney general harris has a private foundation asked them to provide legal services we've hoping for something but we've been informed they'll not been able to provide the need resources to address this crisis. we also note that as we at this board and the mayor in san francisco consider this proposal that we are working with a coalition in

government oversight committee did discuss that it possibly during next year's budget season, they should because of the civil grand jury recommendations they should seriously look at, giving us additional resources, and >> i saw that and, i think that is you see that is the kind of ammunition that you use, in my, or in trying to get a, and you are not asking for an increase and all that you are doing is asking for a position that has been authorized. >> yeah. >> to be funded and so we are not talking about an increase in the budget, we are talking about the funding something that is already there. and now, that you have got something, like the civil grand jury's civil grand jury's statement that this should be put in there, i would use that to whatever extend that you could and use it very powerfully in regard to your discussions with the budget analyst in the budget process, before you get to the actual finance committee matters. and i, i don't want to lecture you like, and like i am a school master. >> actually you be a school master. >> i am just a humble schoolteacher actually. >> but i think that there are things that can be done that and i would recommend

number one priority would he do not blindly from recommendations of the committee, would rather take a hard look at education budget and make sure dollars get to the classroom as quickly and efficiently as possible. >> moderator: all right. a one minute response. balukoff: yes, that to clarify besides getting stable and reliable funding, it is important how we spend the money. i don't know if any business that tries to hire the best employees by paying the lowest salary. idaho teachers are paid the lowest salary in the entire northwest is not the entire country. it's going to be very difficult to retain good teachers if we paid them lower than anyplace else. as i've traveled around the state visiting school districts and superintendents, they talk about how difficult it is to retain teachers. who's been to wyoming, montana, oregon, washington and utah. part of the funding i agree with john is important on how to spend the money, but you have to have adequate funding. >> moderator: all right. thank you. this goes to you. you both have reputations as the urban guys. that son of boise, but not the rest of the state. w
