it has not been a time of building america's love, respect and esteem frankly soft power or hard powerd the world. >> this comes as cbs news poll say 46% disapprove how the president is handling ukraine and america's image taking a hit with obama as well, 43% saying it got worse. joining us chris plante, radio talk show host of chris plante and radio talk show host of leslie marshall.com. good to see both of you. it's interesting, leslie, to see dismal numbers for the president. it's a bit ironic because he happens to be traveling overseas today and so far made two speeches already today. has he seen these poll numbers? >> well, i do believe the president has seen the poll numbers. i have to tell you, even though i'm a democrat, i'm not surprised at these numbers. what we constantly hear from mitt romney, how the president is handling foreign policy, putin, ukraine. what we're not hearing is alternatives, specifics. i think people are missing a couple of thins. one, through international law, the president is very limited what he can do. two, we're not going to do this and not doing it

that's not been a time of building america's respect and admiration and esteem and frankly our soft power or hard power around the world. and the president has to account for that. i think ultimately the historians will, but i'm less concerned about the historians and more concerned about what's happening in the world today, and we need a president that understands that not everybody around the world has the same interests. some people around the world want to oppress other people and expand territory, and take from the resources of other people. that's what's happening. the jihadists want to do that, clearly russia is intent on doing that, there are others as well. >> the president, it's interesting, he did find a foreign dictator that he's willing to stand up to, the war lord in uganda, he's not taking on kim jong-un or putin or syria, what was your reaction to the president's severe sanctions that he gave to russia? i was not very impressed, i don't think it's going to have much of an impact. >> the real reason we chose someone to be a leader is because we believe they have the capacit

it's called the partnership to build america act. and the partnership to build america act, as of today, has 29 house republicans on it and 29 house democrats on it. it was also introduced in the senate about a month ago with a dozen senators also bipartisan. so right now, mr. speaker, the partnership to build america act is the most significant piece of bipartisan economic legislation in the whole of the congress. and what it does is creates a large-scale infrastructure financing vehicle called the american infrastructure fund which will be capitalized for 50 years and be used by states and local governments to build and finance infrastructure. but the money in the american infrastructure fund, mr. speaker, is not put in by the federal government but is put in by corporations who invest bonds over low cost 50 years. as an incentive to put this money in, we allow them to bring back some of their overseas earnings, cash back to the united states tax-free. almost half of corporate cash is sitting overseas because of flaws in our intern

the united states has long been the world's leader and in ingenuity and engineering building america's infrastructure into the best in the world but age has caught up with us. many of our roads and bridges transit and rail are in great need of repair and replacement and the impacts of extreme weather and climate change put aging infrastructure at further risk. more than half of massachusetts 5000 bridges are structurally deficient or functionally obsolete. this is an urgent problem that we must address in the next transportation bill. the surface transportation bill we passed in 2012 map-21 included $1.2 billion in federal highway funds from massachusetts to modernize our highways and bridges. under the law the the of the commonwealth will also receive almost 700 million in transit funding and that is a good start but not enough to deal with the magnitude of the problem. as strong bill will provide the funding and certainty that our state and local governments need to get our roads and transit systems back in excellent condition. our priorities beyond traditional road repair and improv
