building staff. planning commission on may 9th requested a history review. building and planning inspected the site inspection on june 13th. in addition to 13 previously identified code violations. they identified 11 more issues. serial permitting. expansion of building, conversion of storage space without permits. building staff scheduled to present the findings to planning commission tomorrow on july 18th. however some issues. unpermited activity done in plain sight without any enforcement action taken. no less than 17 on site inspections and despite complaints by the public in 2016 to 2018, building inspectors took no action and determined no violations existed. complaineds concerning the permitting, some of the same code violations recently determined. not until after the planning commission requested the permit review did the building staff issue is notice of violation in may 2019. building inspectors issued one nov and identified in 2016 some walls which were fences built without permit but did not identify the majority every training walls were unpermitted. 822 cubic yards of the or

analysis that i like to present to commission concerning the two presentations that staffers just made and the deficiencies with them, in particular, with the building inspection issue review. here are some documents for staff, for commissioners, please , to share. if i understand correctly, the project sponsor's directional response to whether i'm adding a third unit in their lengthy letter can be summarized and reimagined through the great gatsby analogy that was used last time. the great gatsby is killed after being caught killing myrtle. daisy asked that her rolls-royce not be impounded because that would be expensive and she cannot live without her rolls-royce. she asks whether she can contribute instead to the police fund and whether the police can just forget about what happened that daisy hit and ran over myrtle. that sums up the request. problems continue to be found about the property. in addition to the 13 counts of violation cited in the staff report in the planning commission hearing, there are additionally 11 counts cited after planning and building conducted their june 13th site visit. the most important ones out of those 24 counts now is page 1

buildings around it. the cpc has several methods of ensuring regulated utility poles follow the commission's orders. this includes conforming to go 95, conducting audit of maintenance and inspection records, investigating reportable incidents and following consumers' concerns. just what an incident includes, there are three factors: a fatality or hospitalization due to something that happened with the facility, $50,000 or more in total property damage and that can be on the utility side or private property, or there's significant public attention or media coverage. under any of those cases, the utility is required to file an instant report and that will lead to investigating that incident. >> supervisor fewer: excuse me, once again. so the cpuc is -- your purview is about the enforcement and compliance of those poles, is that correct, the oversight? it sounds as though then it's by customer complaint or certain things trigger why you would do an investigation on a particular pole; is that correct? >> there's a couple ways. so the utility is required to report if it meets one of those instant incidents. so if a car runs into a pole and the pole falls down, $50,000, the utility is

building inspections, city planning, environmental services. in the one stopper mitter shop in addition to those major departments it will include the fire department, public utilities, office of small business, entertainment commission and we are looking at other satellite departments to touch the building in here, m.t.a., office of cannabis, disability. police, board of appeals and tax collector. that is all important. as the mayor talked about a.d.u. pilot and trying to streamline that process, let me drilling down what our team is looking at. as we currently before if you were an a.d.u. permit resident you needed five different departments, answer 516 questions and navigate multiple applications and forms, as we looked at that we want to unduplicate questions we are asking over and over. we needed 289 questions. we could stop asking the same question 227 times. that is what we are looking for. one clap is good government. that is the bureaucracy mayor breed and supervisor peskin wanted eliminated. then we will make it digital. i am excited to be here today. thank you tom, john, stephanie and all of those and ken leading this out of my office and melissa white house. you have all been fabulous to make sure we are
