c, updates on majorprojects . >> good afternoon president mccarthy and members of the building inspection commission. i'm here to provide you with an update related to our major projects. its construction that exceeds $5 million and four permits that were filed, issued and completed, the difference from september to october 2021 was almost negligible. there was a .05 percent decrease in construction valuation inoctober over september . and there was a decrease of one percent in the units that have had permitsfiled, issued or completed . in october or september so obviously i'm available for questions should you have any. >>. >> president: interim director >> next item is 11 d, update on code enforcement . >> joe duffy, deputy director of inspection services and i'd like to give you some numbers from our code enforcement and our dbi inspection services for the month of october. building inspection division 4872 inspections. the aaa inspection was 2727. building inspection division 200,716 so that around the consistent number of 10,000. so for inspection services the inspections division performed 667

the entire board felt we had to take a very hard line on an issue which was key to the building inspection commission of the time. and we came down very hard. somebody who clearly was not an egregious offender who had made an honest mistake. and it was more of a paperwork mistake . it was really difficult. it was the first decision that i seriously regretted and the person set work for it, the city lost but we quote" sent a message. on reflection i've really come to understand that this was wrong. when good people are trying to do the right thing and trying to follow the law if there are some issues that come up, that really do seem the odd reasonable control, then it might overrun manifest injustice and my personal experience was i didn't realize the magnitude of it until later reflection. while i respect vice president swig's comments that that was takeninto consideration at the time , i would ask you to search your souls and think about it because possibly this is an issue similar to what i dealt with. i hope that you could find that these are notserious offenders .these are people that are well-i

working with a range of departments including planning, department of building inspection, public works, public utilities commission, department of public health, fire, police, entertainment. the list is long and that is by design and we're really excited that we've been able to sort of ininclude so many departments because we think it will have the most impact on all businesses which was always the point. so a bit about who's eligible. first year free is both for new businesses and existing businesses that are opening in new qualified locations. so the key here is the dates. the businesses have to start between november 1st, 2021, and october 31st, 2022. they have to be ground floor commercial. they can't be formula retail and they have to be small. and the way that we're defining small is the same way we at the treasurer's office define small in the gross receipts tax in the san francisco gross receipts. for a new business, that's your estimated gross receipts that you put down when you register the business, and for an existing location, the opening location you're actual receipts from filing. again, we really s
